Study Task Force Formed to Ensure Market for Indigenous Chemical Fertilizers
Kathmandu. After the establishment of the chemical fertilizer factory in Nepal, the government is going to identify the necessary legal and policy provisions to ensure the market of domestically produced fertilizers. For this, the Ministry of Agriculture, Forest and Environment has formed a study task force.
Minister for
Agriculture, Forest and Environment Gita Chaudhary on Thursday formed a task force comprising experts from the Ministry of Agriculture, Finance, Industry and Energy and the Public Procurement Monitoring Office.
After the start of chemical fertilizer production in Nepal, the task force will study the market guarantee of chemical fertilizers, the possibility of government procurement, the existing legal and policy provisions related to the guarantee of purchase and the necessary institutional structure.
Although the goal of reducing dependence on imports by establishing chemical fertilizer factories in Nepal has been forwarded, there is no clear legal provision to ensure the purchase of domestically produced fertilizers. The ministry has formed a task force to identify the necessary legal and policy avenues to address this situation.
The task force will study the existing legal and policy provisions and suggest the necessary legal provisions, procurement process and institutional arrangements for the purchase of domestically produced fertilizers.
The task force has set a deadline of 30 days to submit its study report. Based on the report, necessary legal amendments and policy and institutional arrangements will be forwarded, the ministry said.
The task force will also study how the government should arrange a buy-back guarantee to ensure the purchase of domestic fertilizers. It is expected to create the necessary basis for government procurement and market management of chemical fertilizers produced in Nepal in the future.
