Kathmandu. The proposed Federal Civil Service Act, 2083 bill makes entry into the civil service more stringent. The bill proposes to completely prohibit people convicted by the court of serious criminal charges including corruption, rape, human trafficking, drug trafficking and other serious criminal charges from entering government service.

Likewise, any person convicted of forgery of government or public records, money laundering, polygamy, caste-based untouchability, and other crimes involving moral turpitude will also be disqualified from civil service.

The bill also makes it clear that a person who has taken a permanent residence permit (DV, PR, green card, etc.) from a foreign country will not be allowed to enter the civil service. Also, the incumbent employees are barred from taking or applying for such permissions.

Similarly, a person who is disqualified for government service in the future and dismissed will not be allowed to apply for government service again.

As per the bill, an incumbent employee would be dismissed from service if a serious offence was found guilty and pension would be withheld if the retired employees were found guilty of such crimes.
