Determination of Transmission Tariff of Electricity Transmission Grid, Here is the latest arrangement
Kathmandu. The Electricity Regulatory Commission (ERC) has determined the transmission tariff of the National Electricity Transmission Grid for the fiscal year 2083/84.
The Commission has already issued the directive on open access to electricity transmission and distribution system, 2082 with the objective of ensuring non-discriminatory access from generation to transmission and distribution.
There are provisions for using open access to the transmission system usage fee, system operation fee, tabulation, metering and accounting fees, deviation fees and various charges for auxiliary and balance services.
According to the Commission, such charges should be fixed in a way that is transparent, cost-based and regulatory reasonable. Accordingly, the Standard on Computing Transmission Charges, 2083 has been issued to determine the transmission charges to be charged from the electricity consumers using the National Transmission Grid.
According to the criteria, the annual required income (ARR) of the transmission system is calculated on the basis of the acceptable cost of capital assets, deduction, interest on long-term loans, staff and operating expenses, interest on current capital and return on self-capital. The Commission has said that the annual required income of the transmission system has been evaluated on the basis of the details received from the Nepal Electricity Authority (NEA) and the audited financial statements of the fiscal year 2081/82. The total annual required income of the transmission system for the fiscal year 2081/82 has been estimated at Rs. 11
.15 billion.
According to the Commission, the required income for the coming fiscal year has been projected on the basis of an average annual increase of 27 percent in the annual required income of the transmission system from fiscal years 2078/79 to 2082/83.
On the basis of this, the estimated annual required income of the transmission system for the fiscal year 2083/84 has been determined at Rs 17.76 billion and maximum projected load of 3,587 MW.
According to the commission, the transmission fee under long-term and medium-term open access for the fiscal year 2083/84 has been fixed at Rs 41,275 per megawatt per month. Similarly, the transmission fee under short-term open access has been fixed at Rs 57 per kilowatt hour.
