18 new practices in NC general convention this time

Kathmandu. The 15th general convention of the Nepali Congress is going to be different from the previous general convention in some important aspects.

Implementing the amendment to the statute from the last special general convention, a new exercise is going to be carried out this time from the representation of youth, women and various communities to the general convention operation and publicity style. Here are the 18 new aspects that will be seen in the Congress convention this time.

1. Assured representation of youths below 35 years of age

This time, the Congress has made arrangements for guaranteed representation of youths below 35 years of age in the leadership structure of the party. Provision has been made in the statute to increase the participation of youths from ward to center.

2. 21 youth members in the center

21 youth members below the age of 35 years will be elected in the central working committee. Arrangements have been made to bring youths from the provincial and open groups to the central leadership.

3. At least one-third representation for women

Provision has been made to ensure at least one-third representation of women in the working committees of various levels of the Congress. It aims to increase women’s participation from ward to center.

4. Number of joint general secretaries increased

This time, the number of joint general secretaries in the Congress has been increased from eight to 11. Arrangements have been made to be elected from the inclusive group and nominated by the president.

5. Provision of ‘Lateral Entry’

The way has been opened for not only the cadres who have been active in politics for a long time but also those who have expertise in various professions, professions and fields to the main leadership of the party. Under this system, seven central members will be elected.

6. Representation of Nepali Congress people abroad at the center

Provision has been made to elect six central members from among the general convention delegates from the Nepali Janasamparka Samiti. This will give a formal place to the Nepali Congress affiliated abroad in the central structure.

7. Inclusive Representation More wide

Provision has been made to ensure the representation of persons with disabilities, minorities and backward areas in the Central Committee. Similarly, the representation of workers and democracy fighters, martyr’s families and conflict victims has also been ensured.

8. 232-member central structure

According to the new system, the Central Working Committee of the Congress will be 232 members. There will be 171 elected and 61 will be nominated by the president.

9. Announcement of not forming a panel

This time, it is said that the leadership will not be selected by forming a formal panel like in the past. It is said that the representatives will exercise their discretion in the selection of candidates.

10. Preparations have been made to hold discussions on political, organizational and policy documents by forming separate groups instead of holding discussions with about seven thousand representatives in a single hall.

11. Closed session in three structures

Three big structures have been prepared for the closed session of the general convention to be held at the Khula Manch. This arrangement has been made with the aim of organizing a large number of delegates in a systematic manner. The halls where the discussion will be held have been named Himal, Pahad, and Terai Madhes.

12. Reports Digitally Available

Political and Organizational Documents of the Congress will also be made available to the delegates through digital means. This will reduce the dependence on paper documents.

13. Records of the discussions will be kept

The opinions, suggestions and debates put forward by the delegates in the Congress will be preserved as a record. It is said that the final document will be prepared by incorporating the suggestions received.

14. Digital Voting Efforts

The Congress had planned to use the electronic voting system. However, due to technical and managerial reasons, it has decided to switch to the traditional voting system at the last moment.

15. Change in Campaigning Style

This time, the style of campaigning with big gates, hoarding boards, pylons and excessive flags has been discouraged in various places of Kathmandu. Candidates have been urged to campaign through digital means. Candidates will also not be allowed to print pamphlets and distribute them at polling places.

16. Inauguration and closed session at the same place

With the inauguration of the 15th general convention of the Congress, preparations have been made to hold the closed session at the Khula Manch in Kathmandu. The structure has been constructed accordingly to manage a large number of delegates.

17. The Congress has taken a policy not to make the Congress extravagant and extravagant in the context of the country’s recent major natural calamities. This time, the tradition of publicity materials and decorations has been limited throughout the city.

18. Debate on ‘Congress 2.0’

Along with the selection of the leadership in this year’s general convention, the debate on the party’s future political direction, organizational reforms and the role of the new generation has also been given priority. Slogans like ‘Congress has changed, we will change the country’ and ‘Congress 2.0’ have given a message to take the party forward in a new style.

In this way, it seems that along with the selection of the leadership in the 15th Congress of the Congress, efforts have been made to bring about a change in the organization’s structure, representation, style of debating and publicity system. Increasing the participation of youth, professionals, workers and women, bringing experts into the party and representing Nepali Congressmen abroad in the center are the main new aspects of this Congress.
