Preparations are being made to make 21 office-bearers in the Congress, 4 vice-presidents and 13 joint general secretaries
Kathmandu. The Nepali Congress is preparing to increase the number of office bearers of the party from 17 to 21. The leaders are preparing to approve the new structure by presenting a statute amendment proposal in the closed session of the 15th General Convention.
According to the new agreement, the Congress will have 21 office-bearers, including one president, four vice-presidents, two general secretaries, 13 joint general secretaries and one treasurer. At present, the Congress has 17 office-bearers, including one president, two vice-presidents, two general secretaries, 11 joint general secretaries and one treasurer.
In the new system, it has been proposed to increase the number of vice-presidents from two to four. One of the four vice-presidents will be the senior vice-presidents. It has been proposed that all four vice-presidents will be elected through election and at least one woman will be mandatory.
Similarly, it has been agreed to increase the number of joint general secretaries from 11 to 13. According to the proposal, 11 joint general secretaries will be elected and two will be nominated by the president from among the central members.
Currently, the NC has a provision of electing eight joint general secretaries from eight inclusive groups and nominating three presidents.
The number of joint general secretaries was increased to 11 after three nominated joint general secretaries were added through the special general convention. Now the number of joint general secretaries is going to be increased to 13 by creating two more posts.
It has been agreed to keep the number of general secretaries at two. Some leaders demanded to increase the number of general secretaries to three, but there was no consensus on it.
Treasurer is proposed to be nominated by the president from among the central members as per the previous provision.
Central Committee 232 members
Although the number of office-bearers has been increased, the total size of the NC Central Working Committee will remain 232 members. According to the amended statute, 171 members will be elected through the general convention and 61 will be nominated by the president.
The amended statute will also include a provision to increase the representation of youth in the central structure. Youths below 35 years of age will also be represented in the central working committee. It is also proposed to increase the number of central members nominated by the president to 61.
The issue of creating more posts of office-bearers has been discussed in the Congress for a long time as the number of aspirants for leadership is increasing. According to the leaders, the number of office bearers is being expanded with the objective of increasing the participation of women and youths, especially with the aspirant management of the post of vice-president and joint general secretary.
After the statute amendment proposal is presented in the closed session of the general convention, the delegates will discuss it. Only after the proposal is passed in the closed session, the process of electing office-bearers and central members will proceed according to the new structure. Along with this, the organizational structure of the party will also change with the selection of the leadership of the Congress from the 15th general convention. In particular, the new statute will give priority to the expansion of the number of office bearers, participation of women and youth, and inclusive representation.
