At a time when information technology has become an integral part of our daily lives, the disruption of digital infrastructure can have a serious impact on public services and institutional performance. He said that Nepal has faced obstacles and damage to public infrastructure as well as natural disasters in recent times. He said that the overall performance of the judiciary will be affected if disasters like floods and landslides cause digital and technological infrastructure records to be lost or access to them is blocked.
For this, he stressed the need to ensure quick, accessible and citizen-centered justice by expanding access to secure digital records. Stating that the judiciary is also continuously expanding the use of technology, Sharma said that the overall performance of the judiciary will be affected if the court records are lost or access to them is blocked. For this, a secure digital record, reliable backup and an effective disaster recovery system are necessary, he said. He said, “Damage to digital infrastructure due to disasters such as floods and landslides can disrupt access to court records and affect the performance of the judiciary. Therefore, secure digital records, reliable backups and effective disaster recovery systems are necessary. Speedy, accessible and citizen-centric justice should be ensured by expanding citizens’ access to justice through the use of technology.
“
Chief Justice Sharma stressed that the main objective of digital transformation should be to ensure speedy, accessible and citizen-centric justice by expanding citizens’ access to justice. He said that digital technology should not only make the judicial process effective but also strengthen accountability and public trust.
He said that a digital system should be built keeping in mind the risks such as floods, cyclones, earthquakes, landslides and cyber attacks. He said that the recent impact of floods in the Bhotekoshi and Trishuli river systems on roads, electricity and telecommunication infrastructure has also shown the need for resilient digital infrastructure.
“Our systems must be designed to withstand disruption, adapt to changing circumstances, and recover quickly,” Sharma said.
“For the judiciary, digital resilience is directly linked to continuity of judicial work, access to justice and protection of the rule of law,” he said.
