Kathmandu. Bagmati Province Chief Minister Kiran Thapa has said that the settlements affected by the disaster in the Trishuli River via the Bhotekoshi River should not be reconstructed in the old place.
After a meeting of the National Council for Disaster Risk Reduction and Management held in Singha Durbar on Monday, Chief Minister Thapa said that new settlements should be developed in safer places rather than rebuilding settlements in the areas turned into floods. Stating that the Bagmati state government has completed search, rescue, treatment and food management after the disaster, he said it should now focus on reconstruction and rehabilitation.
‘We must not rebuild the place where the city has now turned into a wasteland. New urbanization should be done in coordination with the local level by looking at safe places. It should be taken forward through land pooling,” said Chief Minister Thapa.
According to him, the safe and habitable land under the community forest area can be used for the development of new settlements. He said that the Bagar area, which is an old settlement, should be developed as a green area and planted trees.
Chief Minister Thapa said around 1,500 ropanis of land could be developed through land pooling, including around 1,158 ropanis of community forest land and around 400 ropanis of land of other people. Stating that health, education, health posts and other necessary infrastructures should be constructed in the new settlement, he said a detailed project report (DPR) would be prepared for the same and reconstruction would be forwarded by incorporating all the infrastructures. He also said that the state will make arrangements to provide land ownership certificates to the affected people while rehabilitating them on government or community forest land. Chief Minister Thapa said that he also apprised the Prime Minister about the damage caused by the floods in the Narayani River on September 23. He stressed the need of coordination and collaboration among the federal, provincial and local governments for post-disaster reconstruction and rehabilitation.
“I am in constant touch with the local people’s representatives and residents of the affected areas to understand their problems and try to connect them with the federal government,” he said.
