Kathmandu. Chair of the Labour Culture Party and lawmaker Harka Sampang Rai in the meeting of the House of Representatives on Friday made strong remarks on the issues related to the accountability of the government, budget transparency and foreign employment. Speaking at a meeting of the House of Representatives on Friday, he expressed his dissatisfaction over the growing lack of dialogue between the ruling party and the opposition.

He said that both the government and the parliament should be held responsible, saying the opposition party should not be able to speak and the ruling party should not listen to it. Commenting on the behavior and morality of the leaders, he said that only position and dress do not make a person responsible, “We should be responsible, morality and accountability are necessary.”

He also raised questions about the delay in the distribution of budget documents related to the Ministry of Finance. Stating that the budget book of the Ministry of Defence is not yet available, he demanded clarity on whether it was a weakness of the management or a problem of intention.

He also claimed that there were discrepancies in the budget breakdown of more than Rs 5 billion released by the Ministry of Information and Communications the previous day.

According to him, only around Rs 1.61 billion has been shown in the actual details and the rest of the amount has been said to go to the provinces and local levels.

He also drew the attention of the concerned ministry that information has been received that Nepali nationals have been held hostage in the name of networking in Patna, India. He urged the government to immediately rescue the victims of Nepali nationals.

Lawmaker Rai said that Nepali youths are compelled to go abroad for foreign employment and the government should be serious to create employment opportunities in the country.
