. KATHMANDU: Nepal Teachers’ Federation has decided to launch protest from mid-August if the government’s demands including implementation of agreements and issuance of School Education Act are not met.
The Third National Council of the FNJ on Friday announced the protest against the delay in the implementation of the agreements reached with the government by making public the decisions of the meeting held in Kathmandu on August 1 and 2
. The FNJ has stated that the Extended Office Meeting has been given the authority to fix the date and programme of the agitation.
The Federation has demanded the government and the federal parliament to issue the School Education Act as soon as possible as per the agreement reached between the government and the government.
The Council has protested against the budget for the fiscal year 2083÷84, saying that primary school teachers, school staff and learning grant teachers have been deprived of salary increase, incentive allowance and dearness allowance. They have demanded the government to provide equal facilities to the teachers and employees.
Likewise, the federation has demanded that all teachers in the concerned area be provided allowance at par with civil servants, saying the decision of the Council of Ministers on April 30, 2002 regarding local (remote) allowance has not been implemented yet. The federation has also demanded the government to ensure the professional security, stability and perks of temporary teachers, including relief, former higher secondary school, temporary contract, kindergarten, learning grant, special education and technical stream.
Likewise, the Council has decided to create posts for early childhood teachers, school staff and learning grant teachers and arrange salary and allowances.
The Federation has urged the government to expedite the implementation of the 9-point decision of the Council of Ministers related to teachers and employees, increase scholarships and mid-day meal for community school students and waive water and electricity tariffs for schools. The Council has also demanded the government to ensure investment of 20 per cent of the total budget in the education sector and to effectively implement the provision of making education up to the basic level free and up to the secondary level free as per the constitution. The meeting also urged the government to make legal provisions to make the Nepal Teachers’ Federation, the official professional body of teachers and employees, stronger and autonomous, and to respect the trade union rights of teachers. The Federation has expressed gratitude to the teachers and employees who participated in the 89÷days agitation and 29-day Kathmandu-centered educational movement in 208182 and appreciated the contribution of the teachers who were injured during the agitation and were on a relay hunger strike. Meanwhile, expressing serious concern over the communal violence that has spread from Kaptangunj of Sunsari to various districts of Madhes province, the Council has demanded the government to restore peace, compensate the victims and maintain social harmony. It also paid tribute to all the mountaineers including the legendary Nepali mountaineer Nirmal Purja who lost their lives in an avalanche at the Broad Peak Mountain in Pakistan and extended condolences to the bereaved families.
