Speaking after the program, Nepali Congress President Gagan Kumar Thapa said that they are still seeking a clear answer on the issue of the use of force by the security forces during the protests. Recalling the incidents that took place on September 7 and 24, he called for a serious discussion on whether the police had used more force than necessary or less.
According to him, although the report of Gauri Bahadur Karki and the report of the National Human Rights Commission were also discussed, the clear answer to this question was not received yet.
“I still have one more question in my mind about what happened and experienced on September 23 and 24,” he said.
Could the police have used less force on September 23? Wasn’t it necessary to use that much force? Therefore, there is a need for a more serious discussion on this issue. “
Thapa said that force has been used time and again during the Madhes-centric movement and the reasons for this should also be discussed. He was of the view that the police organization should also discuss whether excessive force was used due to the mindset or attitude towards Madhes.
He said, “Force has always been used in the agitation in Madhes. Let’s also discuss whether the mentality of looking at Madhes is the reason for the use of more force in the informal discussions within the police. When it comes to the agitation, questions are raised not only about the police, but also about the role of the Armed Police Force (APF) and the Nepal Army. This time, the question was also raised as to why the army was deployed in the Sunsari incident. Questions are being raised even when the security forces use more force, and questions are raised even when the security forces use less force. Stating that the responsibility of management of the agitation was not limited to the police, he said questions have also been raised about the role of the Armed Police Force (APF) and the Nepal Army.
Stating that questions have also been raised regarding the deployment of the Nepal Army in course of the Sunsari incident, he said that the security bodies would be criticized if they used more force and questions would be raised even if they used less force.
