Action plan is being prepared at all three levels for the implementation of the National Ethics Policy
Kathmandu. Preparations have been made to move ahead by formulating action plans at the federal, state and local levels for the implementation of the ‘National Integrity Policy-2083’.
A meeting of the Development, Economic Affairs and Good Governance Committee on Monday discussed the implementation of the ‘National Ethics Policy-2083’.
Secretary at the Office of the Prime Minister and Council of Ministers, Birendra Kumar Yadav, said that all bodies at the federal, province and local levels have been directed to move ahead by making plans and budgets as per the action plan. He said, “The Office of the Prime Minister and Council of Ministers has directed all the federal bodies, the province and local levels to formulate a plan as per this action plan and implement it as per the budget after the current works have been approved and directed to all three levels to implement it within the budget limits.”

Secretary Yadav said that regular monitoring will be carried out whether the activities stipulated in the action plan have been completed within the stipulated timeframe. According to him, the National Vigilance Centre has been given the responsibility as the focal agency of the policy and the Centre will monitor and evaluate the implementation.
He said, “Since the National Vigilance Center has been designated as the focal agency for focal monitoring and regular monitoring in the action plan, its work has also started from the National Vigilance Center.”
According to him, all the ministries and offices have been directed to prepare and submit their action plans within this month. He said that the action plan has fixed a time limit for each activity and works would be carried out accordingly.
Similarly, in the meeting, Joint Secretary and Spokesperson of the National Vigilance Centre, Narayan Prasad Bhatta, said that bringing the national ethics policy was a positive one.
He said the National Ethics Policy has prioritized the ethics aspect in the context when the aspect of integrity has been overshadowed despite various policies and programmes being implemented.
“I would like to express my heartfelt gratitude to those involved in bringing this National Ethics Policy 2083 at a time when I am saying that the aspect of our morality has been slightly overlooked or if we have adopted many other types of policies but did not pay attention to the morality,” he said.
Spokesperson Bhatta said that the National Vigilance Center has been given an important responsibility as the focal agency of the policy.
According to him, the center will now play the role of promoting ‘integrity’ in the public sector and playing the role of leadership.
He said the policy has given the National Vigilance Centre the responsibility of monitoring, facilitating and coordinating with various government bodies.
The National Vigilance Center has been given the responsibility of monitoring, facilitating, coordinating and collaborating with many agencies while looking at all the documents of the Ethics Policy. Every aspect of the action plan has to be connected somewhere,” he said.
According to Bhatta, the National Vigilance Center has been assigned various responsibilities among the main activities in the ethics policy and action plan.
Some of these activities will have to be implemented individually by the Centre while some will have to be implemented by the Office of the Prime Minister and Council of Ministers and in coordination with the Ministry of Communications and Information Technology.
The government aims to institutionalize good conduct, transparency, accountability and good governance in public bodies through the implementation of the National Ethics Policy. Preparations have been made to monitor the progress as per the deadline by involving all government bodies at federal, provincial and local levels in the implementation of the policy.
