. CPN-UML General Secretary Shankar Pokhrel has said that the state should formulate returnee-friendly policies and laws to utilize the skills, experience, capital and technology of the Nepalis who have returned from abroad for nation building.
Speaking at an interaction program on ‘Return-friendly policy and reintegration: Role of parliament and responsibility of the state’, Pokharel stressed the need to create an environment for using the experience gained in foreign countries for entrepreneurship.
Stating that it was justified to address the expectation of the returnees through the policies and laws, he stressed that the national policy should be correct and necessary laws should be formulated for its implementation.
He said, “The state should create an environment where the Nepali returnees can use the skills, experience, knowledge and capital they have acquired abroad for entrepreneurship in Nepal.”
For this, it is necessary to formulate return-friendly policies and necessary laws. The national policy should be correct and the laws should be made accordingly to implement it. The efforts to address the issues raised by the returnees through policies and laws are positive. “
He said that there should be a more detailed discussion on the need to reform the existing law on return and the need for a new law. According to him, intensive discussions were needed on capital mobilization, technology and its use.
Pokharel said that Nepalis living abroad can play the role of a facilitator in bringing foreign capital and technology to Nepal through their experience and contact with multinational companies and organizations they have worked for.
He said that there is a possibility of capital mobilization and technology transfer through the network of Nepalis living abroad if the state facilitates it.
He said, “If there are issues that need to be improved in the existing law related to return, it should be discussed and new laws should be made as per the need.”
There is also a need for more in-depth discussions on how to mobilize capital, how to bring in technology and how to use it. Nepalis living abroad can play the role of a facilitator in bringing foreign capital and technology to Nepal on the basis of experience and contact with multinational companies and organizations they have worked for. If the state facilitates, there is a huge possibility of capital mobilization and technology transfer through the network of Nepalis living abroad. “
The Nepali diaspora abroad could be utilized for the promotion of Nepal’s national interests,” he said. Stating that national interest should be kept at the centre in Nepal’s foreign policy, he stressed the need of maintaining wider international relations along with relations with neighbouring countries.
Recalling the significant role played by Nepali community abroad in the past in Nepal’s interest, Pokharel said that their contacts and relations could be utilized for the national interest in the future as well. He also stressed on the need of creating a record of knowledge, skills and competencies acquired by Nepali youths living abroad and linking them to the state.
He was of the view that the State could reap huge benefits if the capable human resources abroad could be utilized for nation building.
He suggested preparing a policy proposal on the return and submitting it to the concerned ministries and bodies.
According to him, the bills and laws forwarded by the state could be reviewed and a concept paper for necessary reforms could be prepared and the issues could be raised in the parliament through the parliamentarians.
