Bill related to Dalit rights is in final preparation
Kathmandu. The government is preparing to table a bill related to the rights and development of the Dalit community in the parliament.
In the National Assembly on Thursday
, Bhupendra Bahadur Sunar raised questions about the status of implementation of the resolution proposal on the rights and development of the Dalit community and the government’s performance.
In response, Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, said that the draft of the bill related to Dalit rights is in the final stage.
“Now that the bill is also finalized, the draft of the bill is now under the government’s jurisdiction regarding what needs to be improved,” she said.
Minister Gautam said that the government was ready to incorporate the suggestions received from the lawmakers to make the bill more reform-oriented.
He said that the lawmakers can make necessary amendments after the bill is registered in the parliament.
According to Minister Gautam, the bill related to Dalit’s rights, rights and development has been formulated by the Law Commission to implement the fundamental rights of the Dalit community as stipulated in Article
40 of the Constitution.
The draft bill has already been received at the Ministry of Women, Children, Sexual and Gender Minorities and Social Security.
She added that a committee comprising experts has been formed to take forward the process as per the Legislation Act, 2081.
The bill incorporates issues such as education, health, social security, protection of traditional occupation, and equitable distribution of land, housing and facilities to the Dalit community.
Similarly, the government has included various programs targeting the Dalit community in the budget and programs for the coming fiscal year 2083÷84.
The government has allocated Rs three billion for the nutrition assistance to Dalit children below five years of age and the child nutrition allowance being provided to Dalit children has been doubled to Rs one thousand per month, Minister Gautam said.
She also said that the government has a plan to complete the management of landless Dalits, landless squatters and unsystematic settlers within the next fiscal year.
