Kathmandu. The appointment of the Chancellor of the Nepal Academy has become a controversial issue. Controversial litterateur Kumar Nagarkoti has been appointed as the chancellor of the academy. Some writers have called him a “moral decay patriarch”. 

The Balendra Shah-led government had cancelled all appointments to the academy, saying that the old political parties had made political appointments to their relatives and close ones.

At the same time, everyone expected that capable and capable people would be under the leadership of Pragya.

The government had also claimed that it would select academics through open competition by ending the political division on the basis of meritocracy.

Accordingly, a notice was issued for the summoning of the Vice-Chancellor.

However, the government did not say that it was able to bring in a qualified person. It has become a matter of public concern after Nagarkoti, who described himself as a person of ‘moral turpitude’, was appointed as the Vice-Chancellor. 

Nagarkoti is not only politically untouchable but also politically.

Nagarkoti had been working for a month for the election campaign of Minister for Culture, Tourism and Civil Aviation Khadka Raj Poudel (Ganesh). Now, it is being alleged that he got the post of Chancellor as a gift for this.

Accusation of moral turpitude

Nagarkoti described himself as a person of ‘moral degeneration’ without being socially and morally pure. Nagarkoti was interviewed by ‘Shukrabar Weekly’ on December 1, 2014. Tell the city about the sins you have committed, won’t you? Who will show you that you are socially and morally degraded? The question was asked.

In response, Nagkoti said, “My first sin was having sex with a prostitute.

The second sin was that I had sex with someone else’s wife for a long time, and the third sin was that I had sex with a woman in a cowlly garden. These women are not even ‘call girls’. It’s not a beautiful thing to have sex with a woman you’ve never seen on your first date. “

He declared himself socially and morally degraded. However, the government and Nagarkoti have been protesting strongly after Minister Poudel appointed the same person as the chancellor.

Writers are protesting against what kind of work they will do and what morality they will show if they bring a person who claims to be morally degraded in an academic place.

A Facebook user named Khem Thapaliya shared the news titled ‘I am a sinner’ in the online edition of Nagarkoti in the online edition of Nagarkoti and wrote, “An entry of a ‘terrible counter-revolutionary’ in the Pragya Pratishthan – Lucifer Chancellor.”

Another Facebook user named BP Khanal has asked for a general response about Nagarkoti. He wrote, “A person who publicly admitted that he has indulged in immorality in an interview has become the Chancellor of the Academy. What would be your reaction?’

A social media user named Deepak Raj Baral wrote, “Chancellor of Nepal Academy? The song was sung by Narayan Gopal, so did Durgesh! Devkota wrote Muna Madan, Nilocholi Subash Ghising also wrote it! Are Durgesh and Subash singers and writers? How justified is it to appoint a person who is morally and socially depraved in his own interview, who claims to be morally and socially depraved in his own interview, and who is self-taught social character should be appointed as the Chancellor of the Academy, where the culture, language and literature of the country should be preserved and developed, and scholars, litterateurs, linguists should also be appointed as the Chancellor of the Academy? Everyone’s attention!”

The government is silent while the protests are taking place in phases. Prime Minister Balen Shah had given a speech saying that it will take some time. However, a series of incidents have made it clear that the government has been making mistakes one after the other. 

Prime Minister Balen himself is an artist and poet.

He has released a collection of poems titled ‘Tears’. Since the Minister of Culture himself is a litterateur, it was expected that many reforms would be carried out in the literary sector this time. However, at this time, all those hopes have turned into disappointment, according to the stakeholders. The appointment of people with moral turpitude in the academic sector has raised questions about the government’s evaluation and transparency.

Culture Minister Poudel is in the circle of morality?

Not only Nagarkoti, Culture Minister Poudel had also written an article in the Naya Patrika daily about his inexplicable attitude.

With the appointment of Nagarkoti to the post of chancellor, questions have been raised on the morality of Minister Poudel.

‘Minister Poudel has forgotten his dignity. A notice was issued to find a suitable person for the post of Chancellor, which has now been proved to be a drama. The question has arisen in the minds of the general public and writers as to why the government is doing such a drama,” said one of the writers on condition of anonymity.

The writers have accused the government of endorsing the list prepared by writer Narayan Dhakal, publishers of Book Hill Publications Bhupendra Khadka and Rekha Shah.

‘At present, middlemen and profiteering are dominating all three establishments. Earlier, intellectualism was misused, now even intellectualism and ideals are not needed,” he said.

Chancellor Nagarkoti had also accused Prime Minister Balen of reprimanding the VC.

This statement of the Chancellor has raised the question whether such manipulation has taken place in the name of the Prime Minister. He said that the Prime Minister had appointed the Vice-Chancellor.

‘Book Hill’ Dominates Pragya

It has also been alleged that the Book Hill is clearly dominating the appointment of new office-bearers and members in the Nepal Academy. On the occasion, Minister Poudel gave priority to the writers and writers who have published books from private publishing houses.

Gopal Dahal, a social media user, has made a sarcastic comment saying that ‘what a coincidence in the Pragya Academy’. Prime Minister Balen Shah, Culture Minister Ganesh Poudel, Chancellor Kumar Nagarkoti, Vice-Chancellor Abinash Shrestha and Member Secretary Roshan Sherchha have published the books from Book Hill.

Similarly, the book of singer Rekha Shah appointed to the Academy of Music and Drama and Narayan Dhakal, who is a member of the member recommendation committee, has also been published by the same publishing house.

Far neglect in the appointment of Pragya, dissatisfaction of Genji leader

The government is being criticized for neglecting the Far-West in the appointment of Pragya Academy.

Vice-chancellors, vice-chancellors, member-secretaries and members of the Academy have been appointed in all the three academies.

According to the details of the appointments, 29 office-bearers have been appointed but not a single one has been included from the far-western region.

Genji leader Raksha Bam has satirized the government for neglecting the Far-West in the appointments made in all the three academies. Bom took to social media to express her displeasure over the government’s decision to appoint new office-bearers and members of the Academy of Music and Drama to the Nepal Academy, Nepal Academy of Fine Arts and Nepal Academy of Music and Drama.

She has mocked the government by saying that the far-western region has zero representation in all the three newly appointed office-bearers. She wrote, “Oops! How much love is for the far-flung. Former Deputy Prime Minister and leader Bhim Rawal has also expressed dissatisfaction over the appointment of the Academy. Reacting to the appointments made in all the three academies, Rawal said that there was no reflection of good governance, justice and impartiality in the appointments made in all the three academies.

“There is no semblance of good governance, justice and impartiality as the RSP has been claiming in the appointment of new office-bearers and members in the three academies by the Balendra Shah-led RSP government. Out of the 83 members nominated, only nine are from the Far-West, and all are from Kailali and Kanchanpur. Rawal has also questioned Balendra Shah’s statement ‘Jhikkai Jhikkai Maya’ made during his visit to the Far-West before becoming the Prime Minister.

‘Is this what Balendra Shahji said before becoming the Prime Minister? Isn’t it proved that the statement is fake?” he asked.

Rawal has also made public his analysis of the social group representation of the appointed office-bearers and members.

According to him, there are 6 Brahmins, 8 Newars, 2 Madhesis, 9 Janajatis, 2 Tharus, 1 Dalit and 1 Chhetri.

Similarly, there are 15 Bahuns, 8 Newars, 6 Madhesis, 12 Janajatis, 6 Chhetris (1 royal and 1 Rana), 5 Dalits, 2 Tharus, 1 Dashnami and 1÷1 Muslim. However, the age, education, experience and qualifications of the appointees have not been disclosed in the list, so the analysis could not be done on that basis.

Can a person with such a moral breakdown lead the country’s academic field? Writers and intellectuals have been questioning the government whether the government should be sacked or Nagarkoti himself should resign.
