The film industry should be promoted, not controlled: Gagan Thapa
Kathmandu. Nepali Congress (NC) President Gagan Thapa has said the state should adopt a policy for the promotion and development of the film industry rather than controlling it.
Speaking after a discussion on the topic ‘Film Debate: Inside and Off-Screen’ organized as part of the 16th programme of Nepali Congress Green Table Series on Friday, Thapa said that the tendency of the political parties to become controlling every sector after joining the government was wrong. He said that the state should support and promote the citizens and entrepreneurs working in the related sector rather than looking at them with suspicion.
He said, “If we all get the perspective of the political parties of Nepal, when we sit in the chair of the government, we want to be very much a regulator.”
Our job is that the people who work in that area necessarily do bad, they do bad things to the state somewhere. That’s why we have to carry a stick and control it. “
Thapa said that the government’s control-oriented approach has made the approach of the governance system wrong. According to him, although the citizens expect promotion and support from the state in the areas they want to work for, the state’s approach is control-oriented.
He said that even during the drafting of the bill, the idea of controlling the bill has been dominant from the very beginning.
“In any field, when a bill is drafted, the first thing that starts with me is that I have to control it, I have to stop it,” he said.
In every article, in every section, it is not that I should promote, it comes from where to tighten, from here or from there. Stating that the Film Bill has already been tabled in the National Assembly and it is currently in the House of Representatives, he said there was still enough room for improvement in the bill.
He said, “The film bill was introduced in the National Assembly and now it is in the House of Representatives. Today’s discussion left room for work on this bill. Special things have come today. Thapa said that Nepal could be made a destination for film production and cinematography if the bill could be amended in a way to promote the film sector rather than control it.
He said, “If we make some improvements in this bill, it will promote this sector, and perhaps it has come from how to make Nepal a destination country and it is a community of exports.”
