President of Federation of Truck Entrepreneurs of Nepal, Rajendra Bikram Baniya, has said that the government should prepare the necessary equipment, budget, human resources and institutional mechanism for its implementation while bringing new laws related to transport. <\/p>\n<p> Speaking at the inauguration of the 12th annual general meeting and convention of the Bagmati Tipper Entrepreneurs Association in Banepa, Baniya said that the tendency of not developing infrastructure to implement the laws effectively has created problems.<\/p>\n<p>He said that although the arrangement of installing dash cameras and other surveillance equipment in the vehicles is positive, the authority to monitor and use the data obtained from them is not clear. He said that even if the businessmen spend Rs 20,000-30,000 to install the equipment, such a system will not be effective until its effective use is ensured. <\/p>\n<p> Baniya said that although there is a legal provision prohibiting drunken driving, the traffic police lack adequate breathalyzers and drug testing kits. He said that although a drug test kit costs around Rs 400, the test has not been effective due to lack of adequate materials. According to him, budget allocation is not enough for the implementation of the law, but necessary manpower, equipment and institutional capacity should also be developed. Baniya claimed that the government does not even have a unified data of the vehicles operating in Nepal. He said that it was difficult to formulate a fact-based transport policy due to the lack of comprehensive details at the center as all seven provinces have a provision to register vehicles separately after the federal structure. He said that the long-term plan was hampered due to the lack of exact number of vehicles used in the construction sector, especially trucks, tippers, dozers, loaders and excavators. <\/p>\n<p> He stressed on the need to formulate a transport policy with a clear goal to significantly reduce the number of deaths and injuries due to road accidents within the next five years. Stating that an average of seven people are dying in road accidents every day, he said that a target should be set to bring down this number to three people within five years. <\/p>\n<p> Urging the government to build an effective institutional mechanism for collection, management and monitoring of data related to the transport sector, he said that not only the laws should be formulated but the bodies ensuring their implementation should also be strengthened. On the occasion, he paid tribute to those who lost their lives in the recent natural disaster and wished for the speedy recovery of the injured. He also said that the cargo vehicle entrepreneurs involved in the development works should take the challenge as an opportunity and move forward. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
