Kathmandu. The Finance Committee has held discussions with the National Disaster Risk Reduction and Management Authority (NDRRMA) on the rescue, relief distribution and rehabilitation works carried out by the Government of Nepal so far in the aftermath of the floods in Rasuwa. <\/p>\n
The committee also held discussions with the Ministry of Finance on the impact of the disaster on the overall economy and with the National Planning Commission on the post-disaster damage and impact assessment. <\/p>\n
In the discussion, NDRRMA Executive Chief Dr. Dharma Raj Upreti said that the existing legal and institutional structure needs to be improved for disaster risk reduction and management. He said that a roadmap has been prepared on ‘Early Warning for All’ to make the early warning system more effective. <\/p>\n
According to him, Nepal was selected for the ‘Early Warning for All’ program as per the call of the United Nations. He said that preparations are underway to approve the roadmap prepared accordingly and implement it as soon as possible. <\/p>\n
Upreti pointed out the need to review the Disaster Risk Reduction and Management Act, 2074. He urged the committee to identify and amend the legal bottlenecks as some provisions in the Act were creating obstacles in working effectively even though the authority has been formed. <\/p>\n
“Even if there is money in the disaster fund, there is a problem in using it. There is a need for a system so that the fund can be mobilized easily,” he said. <\/p>\n
He said that about 75 to 80 questions raised in the course of disaster management are serious and relevant. He also said that he is directly in touch with the local level to make coordination between the local, provincial and federal governments more effective. <\/p>\n
Upreti said that the provision of providing Rs 25,000 in first installment and Rs 25,000 in the second installment for temporary shelter and Rs 400,000 per house for permanent reconstruction may need to be reviewed. He said that there is also a need to amend the related policies, laws and procedures related to disaster fund. Informing about the ongoing search and rescue works in Rasuwa area, Upreti said the rescue and rescue operation has not stopped in any tunnel. According to him, the Nepal Army has been specially focused on search and rescue. He said that data has been collected from the concerned agencies including the Electricity Authority, Ministry of Energy and Water Resources about the condition of the people who may have been trapped in the tunnel and the rescue operation is being carried out on the basis of that. He said that he has also informed about the details of 121 people who may have been trapped in the tunnel. He said that the Nepal Army had briefed the hall of the Disaster Authority two days ago about the progress being made in various tunnels, the location of the army and coordination with the foreign expert team. Upreti said that although some shortcomings have been seen in the relief distribution, efforts are being made to address them as soon as the information is received. He said that he is preparing to go to the field himself to know the real situation in the affected areas. Stating that the risk of disaster is increasing in Nepal due to climate change, Upreti stressed the need of strengthening the trans-country early warning system. Rastriya Swatantra Party (Rastriya Swatantra Party) lawmaker Bidushi Rana said that instead of blaming each other during disaster, we should move ahead through coordination and cooperation. <\/p>\n
She asked about the status of the search operation and asked for information on the stage of the search operation. She also sought clarity from the NEA on what basis the search for hydropower projects including Trishuli-3 ‘A’ was halted. <\/p>\n
She also questioned the public reports that the threat information was received only after the sensor near the border malfunctioned and that the real-time data exchange between Nepal and China was not effective. She asked what concrete plan, timeline and budget the authority has to rectify the weaknesses in the early warning system. Rana said that separate arrangements should be made for their safety and management as women and children are at risk among the large number of people coming to the holding center. <\/p>\n
