Rastriya Swatantra Party (Rastriya Swatantra Party (Rastriya Swatantra Party (RSP) President Rabi Lamichhane has proposed to take initiative to get international recognition of the Himalayas as a special climate and disaster risk zone.

Speaking at the meeting of the House of Representatives on Wednesday, Lamichhane said that Nepal should take strong initiatives at the international level to address the growing crisis in the Himalayan region due to climate change.

He said that the need of the hour is not to blame but to turn national pain into national power. He said that after the disaster, it should not be limited to relief and reconstruction, but should reach the root of the disaster.

“Now the fight for climate justice that we have to fight is not easy. We will not be able to save ourselves unless this fight is not won or won. Therefore, the need of the day is not to blame and counter-accusation, but to turn this national pain into a national force,” Lamichhane said.

He said that the events such as floods, glacial lake outbursts, melting glaciers, heavy rains and landslides due to climate change should not be seen only as separate local disasters.

“These events are indicative of the extraordinary situation of climate and disasters deepening in the Himalayan region,” he said.

Lamichhane stressed that along with the government, the parliament should also take international initiatives for climate justice. He said that while the governments are holding diplomatic dialogue with different countries, Nepal’s parliament should take forward dialogue with the parliaments and people’s representatives from all over the world.

“While the government is communicating with the governments of the world, the parliament of Nepal should have a dialogue with the parliaments and people’s representatives of the world. While the government is taking its diplomatic initiatives, we should also start a new and historic chapter of parliamentary diplomacy,” he said.

He proposed to ensure special and easy financial access to the ‘Green Climate Fund’ for the conservation of the Himalayas and climate adaptation. He also stressed the need for international cooperation in scientific research and data sharing, development of cross-border technical warning and disaster early warning systems, and protection of the lives and livelihoods of the Himalayan communities. He also said that justifiable international support from the Fund for Responding to Loss and Damage should be ensured to address climate-related loss and damage.

He also proposed a proposal to present the special parliamentary proposal on ‘Himalayan Climate and Disaster Emergency’ from both houses of the federal parliament.

Stating that 47 potentially dangerous glacial lakes identified in the Koshi, Gandaki and Karnali wetlands were at risk to the lower and upper riparian communities of South Asia including Nepal, he underscored active collaboration with regional partners for the monitoring of cross-border risks. Stating that Nepali citizens were facing serious consequences of climate change even though Nepal’s contribution to global emissions was only 0.

1 percent, Lamichhane urged the government to ensure Nepal’s easy access to international climate finance.

He said Nepal’

s proposal should be sent to the national parliaments around the world through platforms including the Inter-Parliamentary Union (IPU). He stressed the need to create a debate on the future of the Himalayas in the parliament and create an environment where the government is doing what it is doing for the protection of the Himalayan communities and preserve the Himalayas.

“Let us make the world understand that if someone still looks at the unusual floods, glacial lake outbursts, glacial melts, heavy rains and landslides seen in the Himalayas today only as isolated local disasters, then they have not been able to understand the gravity of the extraordinary situation of climate and disaster that is developing in the Himalayan region,” he said. Lamichhane stressed the need to establish Nepal not only as a disaster-hit nation but also as a nation that alerts the world on time about the future of the Himalayas and human civilization and the voice of the Himalayas.

The Himalayas should be given international recognition for the special climate and disaster risk zone: Rabi Lamichhane Kathmandu.
