Even a delay of a few hours in banking transactions can have a big financial impact. However, due to systemic problems related to express cheque clearing at Standard Chartered Bank in New Baneshwor, Kathmandu, service recipients have complained that they could not avail the service from Friday to Sunday. <\/p>\n<p> Customers who were expecting to receive immediate money by sending a check through Express Clearing have been affected, especially after the system was disrupted on Friday. <\/p>\n<p> According to the customers, the cheque clearing process could not proceed on Friday due to problems in accessing the ID of the bank&#8217;s &#8216;Express Clearing&#8217; or &#8216;Express Entry&#8217; system. <\/p>\n<p> After Friday&#8217;s transaction was disrupted, the banking business was closed on Saturday and the service recipients have complained that they have to wait for more time as the problem has not been resolved even by Sunday. <\/p>\n<p> The Electronic Cheque Clearing (NCHL-ECC) is the main cheque clearing infrastructure of Nepal Clearing House Limited (NCHL).<\/p>\n<p>In this system, paper cheques are converted into digital images and cleared electronically between banks and financial institutions. This eliminates the need to physically transport cheques from one bank to another. <\/p>\n<p> According to the latest NCHL data, in the fiscal year 2082\u00f783, about 1,48,10,000 cheques were transacted through NCHL-ECC.<\/p>\n<p>The total value of these transactions is about Rs.78.73 trillion, according to the data. Last year, about 14.89 million cheques were transacted to the tune of Rs.76.84 trillion. This has not completely displaced the use of cheques in institutional payments. <\/p>\n<p>Despite the rapid expansion of digital payments, cheques are still being used in large amount transactions. In particular, the &#8216;Express Cheque Clearing&#8217; service of businesses, construction companies, suppliers, real estate, education, health, trade and various NCHLs is designed to complete transactions faster. According to the available information, Express Clearing has a short window of about two hours from presentation to final settlement. That is, customers also pay the express clearing fee with the aim of getting the amount immediately or quickly by reducing the time taken for general cheque clearing. <\/p>\n<p> Disruption of transactions for three days due to a technical problem in such service is not only a matter of &#8216;system down&#8217; but also a matter of direct connection to the customer&#8217;s cash flow, payment obligations and business transactions. <\/p>\n<p>What is the impact on the service recipient? <\/p>\n<p>The purpose of Express Clearing is to ensure that the customer can receive the amount received through cheque as soon as possible. But due to systemic problems, if the money does not come to the account on time, the customer&#8217;s next payment can be stopped and stopped. <\/p>\n<p> For example, if a businessman deposits a cheque in the hope of clearing it on Friday, he has to look for additional loans, stop the transaction or pay a penalty if the money is not available on time. <\/p>\n<p> Similarly, even though customers are charged extra for express clearing, customers have been asking questions about who will take responsibility for the period when the service is not available. <\/p>\n<p>Complaint Registered <\/p>\n<p> When the customer inquired about the technical problem seen in the Express Clearing service under cheque clearing, the customer care center instead of immediately answering the questions about the problem would register all the issues as a complaint and study the concerned branch and send an email with a reply within two working days. <\/p>\n<p> This shows that questions remain unanswered as to where and at what level the technical problem actually occurred, how many customers and transactions were affected, and what is the bank&#8217;s responsibility towards the customers who have paid extra charges in the event of a service interruption. <\/p>\n<p>  According to the Information Officer of Nepal Clearing House Limited, which operates the cheque clearing and payment system in Nepal, there is no problem in the internal system of the organization.<\/p>\n<p>According to the Information Officer, if the problem is in the technical aspect of the bank&#8217;s own system or identity (ID), the concerned bank should adopt a provision that allows the service recipient to clear the cheque from an alternative branch. <\/p>\n<p> But in practice, the service recipients who have reached one branch to get the service will not be immediately solved by sending them to another branch when they face problems. One of the service recipients said that the time and risk involved in this process is important, especially when a service related to a deadline like express clearing has to go to another branch. <\/p>\n<p> Although it has been suggested to go to another branch due to problems on important days of banking transactions like Friday, a service recipient said that by the time the service recipient reaches there, the office hours may end. He said that the option of taking service from another branch is not effective in practice. <\/p>\n<p> Three days of disruption, many questions <\/p>\n<p> According to the customer&#8217;s complaint, the problem that started on Friday has extended to Saturday holiday and Sunday. But the victims say that a simple answer to the banking system is not enough. <\/p>\n<p>  Serious questions have been raised about how many cheques were stopped, how many transactions worth rupees were affected, how many customers were affected, which system the problem came into, when it was resolved, whether the clearing fee will be adjusted or not and who will take responsibility for the actual financial loss to the customer. <\/p>\n<p> With the expansion of digital banking and instant payment system, a customer found in the premises of the bank said that the customer has not only the facility to keep money safe but also expects reliable, continuous and timely service from the bank. <\/p>\n<p> A customer on condition of anonymity said that banks and related payment system operators should put in place effective backup and contingency arrangements for such risks as even a technical interruption of a few hours on sensitive financial infrastructure such as cheque clearing can have a huge financial impact. <\/p>\n<p>&#8216;Such incidents send a simple but serious message, the more modern banking technology becomes, the greater the risk to customers when its system fails.
