The Electricity Regulatory Commission has expedited the process of implementing open access in the electricity transmission and distribution system. The Commission has started preparing additional guidelines necessary for the implementation of the &#8216;Directive on Open Access to Electricity Transmission and Distribution System, 2082&#8217; issued last December with the objective of making the electricity market competitive in Nepal. <\/p>\n<p> The Commission has published two more guidelines related to open access in its meeting held on September 10. The Commission has published the &#8216;Meter Installation and Operation Directive-2083&#8217; and the &#8216;Deviation Settlement Mechanism and Related Issues-2083&#8217; for the opinion, suggestions and comments of the stakeholders and the general public. <\/p>\n<p> According to the commission, a sub-committee formed under the coordination of commission member Lokraj Pathak is working on various draft guidelines related to open access. The committee includes representatives of Nepal Electricity Authority, National Transmission Grid Company and IPPAN, an umbrella organization of private power producers. The commission has said that the draft is also being prepared with the participation of subject experts. <\/p>\n<p> <strong>Metering is made the basis of open access <\/strong><\/p>\n<p> The metering system has been introduced as the main basis for the implementation of open access. Since many electricity producers and consumers are connected in the same transmission and distribution system, the data of how much electricity is generated and consumed by each user should be measured accurately and reliably. The proposed Meter Installation and Operation Guidelines will specify the type, location and ownership of the meter to be installed in the open access area as well as the accuracy of the energy measurement. <\/p>\n<p> According to the Commission, the directive will bring uniformity in the meters to be installed in Nepal, maintain safety and quality, and make arrangements for the collection, flow, management and storage of data obtained from the meters. It is proposed to collect the data obtained from the <\/p>\n<p>meters through various communication technologies and manage them in the Central Meter Data Management System. The Commission expects that this will help in the management of data related to generation, consumption and transactions in an automated and systematic manner. <\/p>\n<p> The Commission has considered reliable metering as the calculation of electricity charges, fines and incentives in open access is also based on the data obtained from the meters. <\/p>\n<p> <strong> Penalty and Incentive for Electricity Transaction Outside the Table <\/strong><\/p>\n<p> Open Access Users will be counted as &#8216;Deviation&#8217; if the user transacts electricity in a quantity different from the pre-approved Electricity Import and Export Schedule. <\/p>\n<p> The Proposed Diviation Settlement Guidelines provide for the settlement of such deviations. If a producer or buyer produces, consumes, imports or exports more or less electricity than the predetermined schedule, the financial liability or incentive will be determined on the basis of its impact on the system. <\/p>\n<p> According to the proposed provision, a minimum of Rs 4 to a maximum of Rs 16 per unit can be imposed on the deviation that has a negative impact on the grid. It has been proposed to provide an incentive of Rs 5 to Rs 20 per unit for deviations that have a positive impact on the system. <\/p>\n<p> Deviations will be evaluated on the basis of the frequency of the power system, the commission said. This is expected to encourage open access users to follow the electricity generation and consumption schedule submitted by them and help maintain the stability of the grid. <\/p>\n<p> <strong> Expected to reduce the risk on the NEA <\/strong><\/p>\n<p> At present, due to the lack of full implementation of open access in the electricity transmission and distribution system in Nepal, most of the risk in the electricity market is borne by the Nepal Electricity Authority. After the full implementation of the open access system, different individuals and organizations generating and consuming electricity will be able to use the same transmission and distribution system. <\/p>\n<p> This is expected to increase competition in electricity business and also reduce the market risk on NEA. In addition, the commission expects that an environment will be created for the organizations generating and consuming electricity to buy and sell electricity according to their needs and business plans. The Commission has already published the draft of the Grievance Redressal Directive, 2083 and the Balance and Settlement Directive, 2083. The Commission is also preparing to make public the necessary directives including determination of broadcast fees and grid connectivity for the implementation of open access. After the implementation of all these provisions, other persons, organizations and consumers using the transmission and distribution system of the Nepal Electricity Authority will also be able to enjoy the open access facility. According to the Commission, the full implementation of the open access system is expected to increase competitiveness in the electricity sector, make the management between generation and consumption more systematic, reduce market risk and help build a predictable and reliable electricity market.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Implementation of Open Access to Trade in Electricity: The draft of two more directives has been made public .
