Kathmandu. The government has expedited the work with the aim of bringing the damaged road network in the flood-affected areas into operation within the coming September. The government has been speeding up the operation of alternative roads in the flood-affected areas and the installation of tuins and suspension bridges, after which the government is preparing to start the construction of concrete roads and bridges. <\/p>\n
During a meeting of the people’s representatives of the flood-affected areas with Prime Minister Balendra Shah at the Office of the Prime Minister and Council of Ministers today, Infrastructure Development Minister Sunil Lamsal informed that the construction of roads and bridges has been expedited by forming eight taskforces on different subjects. He also urged the local representatives to directly help them in the construction work without duplication.<\/p>\n
Jagat Bahadur Gurung, mayor of Belkotgadhi Municipality in Nuwakot, who was also present in the meeting, complained that the bureaucracy mechanism could not work as per the speed of the people’s representatives during the time of disaster. He said that although the federal government has shown budget and readiness for the reconstruction, there are still doubts about the work being carried out on time due to traditional administrative delays. <\/p>\n
Mayor Gurung said, “The speed with which the people’s representatives were involved in rescue, relief and rehabilitation during the disaster, there was no such urgency from the bureaucratic mechanism.” The Galchhi-Trishuli-Rasuwa-Mailung road was blocked, making Nuwakot and Rasuwa, which are connected to Kathmandu, like Karnali. With hundreds of people missing, it was not possible to open an alternative road for search and rescue for 10 days, and it is still delayed.<\/p>\n

The Prime Minister and the departmental ministers have expressed their commitment to provide immediate resources as per the demands and needs of the local levels,” he said, adding, “In today’s meeting, the honorable prime minister said that we are ready to work on the wishes and dates of the local government, there is no shortage of money.” But I still doubt whether the ministers can mobilize the bureaucratic mechanism under them at the speed of a disaster. Our administrative mechanism operates on the traditional format of survey, estimate and budget seeking first, which is not suitable for emergencies. Recalling that it takes up to 17-18 hours to reach some wards of the rural municipality due to the disruption of the road network, Mayor Gurung stressed the need of immediate restoration of road connectivity for the rehabilitation of the displaced people, health services and protection of orphaned children. He also expressed the hope that the people would get relief soon after the commitment made by the federal government was implemented.<\/p>\n<\/p>\n
