Rastriya Prajatantra Party lawmaker Khusbu Oli has alleged that there was opacity and policy setting in the appointment of the Executive Director of the Software Development and Operation Center established by the Government of Nepal.

Speaking at the meeting of the House of Representatives on Thursday, lawmaker Oli questioned the process said to have taken place inside the Office of the Prime Minister and Council of Ministers, demanding the formation of a parliamentary probe committee and an investigation.

She said, “The first point of the agreement is related to good conduct and good governance. Therefore, through this honorable House, I am raising the serious issue of a policy setting and institutional setting hidden in the Singha Durbar of the Government of Nepal, which has raised a big question mark on the good governance and transparency of the government.” “

Oli claimed that private entrepreneur Kiran Timsina has been appointed as the coordinator of the internal task force that drafted the rules and procedures for the appointment of the Executive Director of the Software Development and Operations Center and later the same Timsina was appointed as the Executive Director.

She said, “On May 22,

2008, the Prime Minister’s Office forms an internal task force to draft the rules and procedures of this center and appoints a private entrepreneur Kiran Timsina as its coordinator. The same coordinator writes the rules of the job qualifications and examination of the job tomorrow.” “

After this, the formation order was approved by the cabinet on August 20, and the next day, Timsina posted on social media and a picture of the employees cutting a cake inside the information technology section of the Prime Minister’s Office was made public. She also claimed that the post was later removed after the controversy escalated.

Oli also questioned the timetable of the appointment process, saying that six people were shortlisted out of 27 applicants on September 18 and the process of interviewing was started the next day.

She said, “After collecting 27 applicants at 4:16 pm on September 15, suddenly the shortlist of 6 people is put on the website and the next day at 2:30 pm on September 18, a hasty, fast-track drama is staged to give interviews.” Oli said that the cabinet had made public the decision to appoint various ambassadors and chief of the Nepal Electricity Authority on September 18, but did not inform about the controversial appointments.

According to him, the decision taken on September 18 was not made public for five days and on the afternoon of September 20, a notice was posted on the website of the Prime Minister’s Office informing that Kiran Timsina has been appointed as the executive director.

She questioned, “Is this good governance to make the rules and question papers of the examination yourself, to participate in the examination and to be the first by participating in the examination, to celebrate by cutting a cake in the Prime Minister’s Office before the advertisement is opened and to keep the decision of appointment secret for 5 days? Is this an open setting or is it a conflict of interest?”

She demanded an investigation into the role of advisors, secretariats and employees of the Prime Minister’s Office involved in the appointment process.

“Whoever is involved in this policy setting and hiding information, the role of advisors, secretariats and employees of the Prime Minister’s Office should be formed and their role should be immediately investigated,” she said.

In the meeting, Oli also raised the issue of non-resident Nepali citizenship. She said that the government’s commitment to provide non-resident citizenship to non-resident Nepalis should be implemented.

She said, “NRNs will vote, notes will be used, but the agenda of citizenship will not work in the government?”

Oli urged the lawmakers of the ruling party to raise questions about the government’s activities in the parliament.

He was of the view that the tendency of expressing dissatisfaction only on social media should be put to an end.

“Politics is not only about speaking at your convenience, but it is your responsibility to raise the right questions at the right place and ask questions to your government,” she said.

’

Allegations of opacity and policy setting in the appointment of Executive Director of Software Development and Operation Center Kathmandu.
