The Asian Development Bank (ADB) has signed two Transaction Advisory Services (TAS) agreements under the public-private partnership (PPP) to attract private sector investment to expand electricity transmission and battery storage capacity in Nepal.

This is ADB’s first transaction consultancy service agreement under PPP in Nepal. The agreement was signed by ADB’s Country Director for Nepal, Arnaud Couchois and Executive Director of Nepal Electricity Authority (NEA), Dirghayu Kumar Shrestha. ADB Director Kouchois said that Nepal has seen remarkable improvement in electricity access and now the focus should be on expanding the capacity of electricity export.

For that, the timely expansion of transmission and battery storage infrastructure is necessary and the participation of the private sector will play an important role in mobilizing investment, technical capacity and expertise.

According to the agreement, ADB will assist NEA in feasibility study, preparation of project contracts, procurement process, tendering and contracting process, as well as capacity enhancement in the design, financial management, construction, operation and maintenance of the Tingla-New Khimti-Dhalkebar transmission line on a PPP model. The project will enhance the reliability of the power system and further integrate renewable energy into the system. The two projects are expected to mobilize more than $200 million in private sector investment.

The first agreement will support the design, financial management, construction, operation and maintenance of the Tingla-New Khimti-Dhalkebar transmission line of about 134 km long, 400 kilovolts, on PPP model. The project is expected to increase the reliability of the power system, further integrate renewable energy into the system, and support regional electricity trade.

Under the second agreement, NEA will install and operate a utility-grade Multi-Site Energy Storage System (BESS) in PPP model at selected substations.

The battery storage system will help to increase the stability and reliability of the electricity system through grid pressure management, integration of variable renewable energy, and grid management and ancillary services.

“The partnership with ADB will help accelerate the development of the transmission line and battery storage projects of strategic importance, attract private sector investments, and contribute to the long-term development and sustainability of the power sector in Nepal,” said Shrestha, executive director of NEA. According to the ADB, these projects will further strengthen Nepal’s electricity system and help supply electricity from generation centers to the transmission system in a reliable manner and mobilize private capital in the transmission and battery storage sectors.

Kathmandu.
