The Nepali Congress has put forward a policy of promoting the private sector as the &#8216;main engine&#8217; of the economy and investing remittances in the productive sector. In the political report prepared by Nepali Congress President Gagan Thapa to be presented in the 15th General Convention, it has been proposed to make production, private investment, employment and enterprise expansion at the center of the economic policy. <\/p>\n<p>The report said that the approach to viewing the private sector only as a source of tax collection needs to change. Acknowledging the private sector as the main engine of wealth creation, production, innovation and job creation, it has been proposed to shift the relationship between the government and the private sector from regulation and tax collection to collaboration and partnership. <\/p>\n<p> The report states that an environment conducive for doing business should be created by ensuring the security of private investment and policy stability. The Congress has proposed to keep production, enterprise and employment expansion at the center of economic policy. <\/p>\n<p> The Congress has put forward a policy to mobilize the remittances received from foreign employment in the productive sector and not limited only to consumption. The report has proposed to create an environment for investment in agriculture, industry, tourism and technology. <\/p>\n<p> A policy has also been put forward to create economic opportunities for youths to build a future in the country and to make foreign employment safe, systematic and rights-oriented. <\/p>\n<p>From import-remittance-dependent economy to production<\/p>\n<p> The Congress has proposed to transform the economy dependent on imports and remittances into a production-oriented economy. The report states that agriculture, water resources, energy, tourism, industry and digital technology will be the main basis of economic growth. <\/p>\n<p> It has been proposed to link agriculture with modern technology, markets and enterprises and to provide policy protection and facilitation to the private sector for production and employment generation. The Congress has proposed to make water resources and clean energy the basis for industrialization and green energy export. Along with this, a policy has been put forward to make production and decent employment expansion in the country a national priority. <\/p>\n<p> &#8216;Predistributive Justice&#8217; <\/p>\n<p> The Nepali Congress has put forward the concept of &#8216;predistributive justice&#8217; from the beginning rather than seeking solutions through taxes and subsidies only when economic inequality increases. <\/p>\n<p> Economic policy has been proposed to ensure equal access to education, health, skills, finance and employment to the initial condition of the citizens. <\/p>\n<p>  The report proposes to collaborate among citizens, communities, private sector, cooperatives, universities and experts and not limit the responsibility of development to the government alone. The NC has proposed to make education, health, nutrition, skills, capacity and the real freedom of citizens the basis of development, not only considering the economic growth rate as the criterion of prosperity.<\/p>\n<p>For this, it has been proposed to clarify the consequences and responsibilities in important decisions of the state, and to increase monitoring of government works and citizen monitoring. <\/p>\n<p> Making climate risk an economic issue <\/p>\n<p> Congress has proposed that climate change should not be limited to environmental issues but should be taken as an issue of economic and national security. <\/p>\n<p> The report proposes sustainable use of natural resources linking disaster risk to development plans, infrastructure and settlement development, and linking green energy, water resources and environment protection to economic opportunities. The Nepali Congress has proposed an action plan with a timeline to implement the economic and social policies <\/p>\n<p>. It is proposed to unveil the &#8216;Prosperity Policy Paper&#8217; in the first 100 days and form a province-level taskforce on education, nutrition, employment, good governance and green development. <\/p>\n<p> The report also proposes to conduct an internal review every three months and publish a public &#8216;progress report&#8217; every year. It is proposed to evaluate the four-year leadership period on the basis of the implementation of policies and commitments. Private investment, production, employment, productive use of remittances, water resources and clean energy, and equal access to opportunities are at the heart of the proposed economic policy of the Congress.
