Kathmandu. Minister for Law, Justice and Parliamentary Affairs Sobita Gautam has said that preparations are underway to amend the law for the declaration of the death of the missing people and the registration of deaths of those missing in the Bhotekoshi-Trishuli disaster. <\/p>\n
Speaking at a meeting of the Parliamentary Special Committee on Climate Change, Climate Justice and Bhotekoshi-Trishuli Disaster on Tuesday, Minister Gautam said that the existing laws should be amended for the declaration and registration of deaths. She said that preparations were underway to ease the process of declaration of death of those disappeared due to disasters by amending the Civil Code, Registration Act and other laws related to declaration of death. <\/p>\n
She said, “Now because there is this provision in the law, in the main law, in the act, it has to be amended.” The Parliament session has ended. Now, through this ordinance, the government will soon decide where to put the Civil Code, the Registration Act or where to put this suitability, we are making laws regarding the declaration of death and death registration. According to him, the staff of the Law Ministry has discussed this issue thoroughly and prepared a solution. <\/p>\n
“Preparations have been made, our staff sir and madam have discussed it very intensively and found a suitable solution,” she said. <\/p>\n
Minister Gautam said that although Nepal has been continuously facing the threat of disaster for the last 10-12 years, it has not been taken seriously enough. Giving examples of disasters in Jure, Melamchi, Thame and Roshi Khola of Sindhupalchowk, she said that the floods in Bhotekoshi and Rasuwa have made everyone more aware. <\/p>\n
She said, “We should keep the disaster at the center while making laws. Not only the law, but whatever we do, now we have to keep the disaster at the center.” Minister Gautam stressed the need of coordination with ministries concerned regarding weather forecasting, relief package, facilitation to industrialists and protection of children who lost their families in disasters for disaster management.<\/p>\n
She said that since the parliamentary special committee is an all-party committee, the concerned ministers should be called and find ways to resolve the disaster keeping the disaster at the centre. <\/p>\n
