Infrastructure Development Minister Sunil Lamsal has said that major changes are being made in the policy related to infrastructure construction and river management to reduce the risk of disasters due to climate change. <\/p>\n
Speaking at a meeting of the Parliamentary Special Committee on Climate Change, Climate Justice and Bhotekoshi-Trishuli Disaster on Tuesday, Minister Lamsal said that the current policy has created a situation of increasing the flood level and decreasing the ground water level. <\/p>\n
He said, “We have to reduce the high flood level and increase the water table. Now we are drafting new laws in that regard.” “<\/p>\n
According to Minister Lamsal, regular management of the river is necessary as the high flood level increases with time due to the sand and other materials piled up in the river every year. He said that legal provisions are being made for regular maintenance of rivers and streams and removal of materials from necessary places. <\/p>\n
He said that the high level of floods should be taken into consideration not only in the design but also in the regular operation and maintenance of the infrastructure. He also said that the government would immediately take forward the reconstruction of roads and bridges damaged by the Bhotekoshi-Trishuli disaster.<\/p>\n
According to him, the tender for some infrastructure projects will be forwarded before Dashain while the tender for the remaining projects will be opened in a phased manner after Dashain-Tihar. <\/p>\n
Lamsal said that safe places will be given priority while rehabilitating after the disaster. He said that the houses and settlements will be reconstructed in collaboration with the local level and local people to protect the identity of the affected settlements. <\/p>\n
Stating that continuous dialogue is being held with China for the operation of Rasuwagadhi border point, he said that Nepal is ready to open the border point. He also said that the government is planning to prepare a master plan to develop Bidur as a trade city, industrial city and satellite city. Minister Lamsal said that the risk of landslides has increased during the rainy season due to the cracks in the hills following the earthquake. <\/p>\n
He said, “Now it has to be cleared all over the country, the rivers and streams across the country. That is also a challenge. The other is that after the earthquake, many of our mountains have cracked.” Stating that infrastructure and people have been affected the most due to climate change, he stressed the need to develop infrastructure focusing on preparedness, early warning system and risk reduction to prevent disasters in the coming days. <\/p>\n<\/p>\n
