Minister for Foreign Affairs Shishir Khanal returned to Nepal on Saturday after attending the high-level &#8216;Pre-Cope Leaders&#8217; Event&#8217; on climate change in Fiji and Tuvalu. <\/p>\n<p> During the visit, Australia announced an additional AU$<\/p>\n<p>15 million grant assistance for relief, recovery and reconstruction in the areas affected by the recent devastating floods in Nepal. <\/p>\n<p> With this, the total assistance announced by Australia for flood and disaster response has reached 26 million Australian dollars, Minister Khanal said in a press statement. Informing about the achievements of his visit to Australia, Minister Khanal said the visit was important to highlight Nepal&#8217;s climate sensitivities in the international forum, mobilize just climate finance and further strengthen bilateral relations with Australia. At the invitation of the Heads of Government of Australia, Fiji and Tuvalua, Minister Khanal is on a two-day visit to build political consensus for the 31st Conference of the Parties to the United Nations Framework Convention on Climate Change (COP-31) to be held in Antalya of Turkey in November 2020 and to advance the global climate agenda. During his visit to Nepal&#8217;s Voice for Climate Justice <\/p>\n<p> During his visit, Minister Khanal said that the Himalayan and Pacific island nations are facing similar risks due to climate change. <\/p>\n<p> Stating that glacial melting and rising sea level rise were interlinked aspects of the same global climate crisis, he stressed the need of collaboration among the countries from the mountains to the sea. In his address, Minister Khanal termed the devastating floods in Nepal&#8217;s Bhotekoshi watershed as a &#8216;Himalayan Tsunami&#8217; and said that countries like Nepal, which have contributed less to climate change, are paying a serious price for it. Presenting Nepal&#8217;s four priorities for COP31, Minister Khanal stressed on the need for increasing global temperature to 1.5 degree Celsius, grant-based adaptation financing without adding debt burden, effective mobilization of loss and loss fund, and development of partnership &#8216;from Mt Everest to the sea&#8217;. During his visit to Tuvalu, Minister Khanal inspected the causeway area at Funafuti and the structures constructed under the Tuvalu Coastal Adaptation Project which is vulnerable to sea erosion and high tides. <\/p>\n<p> The visit helped to identify the similarities between the climate risks in the Himalayan region and the challenges faced by Pacific island nations and to build a common voice in favor of climate justice, he said. He also said that the Taku Pacassoa Declaration, released on the occasion of the pre-COP event, includes the issue of glaciers and glacier depletion. <\/p>\n<p> Bilateral talks with Australian Foreign Minister Penny Wong at the Commonwealth Parliament Office in Melbourne on October <\/p>\n<p>8 discussed various aspects of Nepal-Australia relations. <\/p>\n<p> During the talks, Foreign Minister Wong expressed solidarity with the Australian government and people over the loss of life and property due to the flood disaster in Nepal. After the floods, Australia provided search and rescue equipment, technical experts and the previously announced 11 million Australian dollars in humanitarian aid. <\/p>\n<p> With the announcement of an additional 15 million Australian dollars, the total assistance announced by Australia for disaster response in Nepal has reached 26 million Australian dollars. <\/p>\n<p> The meeting also discussed the issues of climate cooperation, glacier monitoring, modernization of early warning system and expansion of technical partnership in the construction of climate-resilient infrastructure. Minister Khanal also urged to make the Australian student visa process fair, easy and predictable for Nepali students. He also proposed collaboration on technical and vocational education, joint research between universities, joint degree programs and increasing the quota of Australia Awards scholarships. Discussions were also held on hydropower, renewable energy, technology transfer, bringing Australian investment in sustainable agriculture and tourism sectors and establishing direct air connectivity between the two countries, according to Minister Khanal. <\/p>\n<p>Proposal for cooperation in disaster management with New South Wales <\/p>\n<p> Minister Khanal met with Premier of New South Wales Chris Minns in Sydney on October 8. During the meeting, Minister Khanal thanked Premier Minns for his condolences and solidarity with the flood disaster in Nepal. <\/p>\n<p> The meeting also discussed how Nepal could learn from New South Wales&#8217; experience in flood and fire management and reconstruction in the past. The two sides also discussed the possibility of conducting study visits and technical exchanges between the disaster management agencies. They also discussed the possibility of expanding direct air connectivity with Nepal after the operation of Sydney&#8217;s Western Sydney International Airport and supporting the language, culture and community centers of the Nepali community. During this time, Minister Khanal met with the Governor-General of Australia, Sam Mostyn, in Canberra. During the meeting, discussions were held on Nepal-Australia relations, concerns of Nepali students and the Nepali diaspora and supporting Nepal&#8217;s climate agenda at COP31. He had a virtual conversation with Angus Taylor, Deputy Leader of the Opposition in the Federal Parliament of Australia, and met with lawmaker Alex Hawke in Sydney and exchanged views on educational collaboration, welfare of Nepali students and bilateral relations. Minister Khanal also interacted with representatives of more than two hundred thousand Nepali communities, academicians, entrepreneurs and students in Melbourne, Sydney and Canberra. Appreciating the readiness shown by the non-resident Nepalis in collecting relief and assistance in the aftermath of the floods in Nepal, he called on them to utilize their skills, knowledge and technology in the post-disaster reconstruction. Stating that resources worth around <\/p>\n<p>five billion US dollars would be required for the reconstruction of Nepal, he urged the overseas Nepali community to participate in the reconstruction process of the country. He also pledged to make the consular service more effective for Nepalis living abroad and address the concerns of the community. <\/p>\n<p> During the visit, Minister Khanal inspected the Nepali Embassy in Canberra and took stock of the service delivery and diplomatic activities.<\/p>\n<p>He directed the embassy officials to make the consular services such as passport and verification made available to Nepali students, professionals and the general public prompt, hassle-free and technology-friendly. <\/p>\n<p> He also directed to prioritise economic diplomacy in line with Nepal&#8217;s national interest, to attract quality investment from Australia, to increase bilateral trade, to promote tourism and to make the cooperation between the two countries result-oriented. Foreign Minister Khanal said that the visit has helped strengthen Nepal&#8217;s climate diplomacy at the international level, garner additional support for flood-affected reconstruction and advance bilateral agendas on trade, investment, education and air connectivity.
