Kathmandu. A meeting of the Parliamentary Special Committee on the study and monitoring of the Bhotekoshi and Kaligandaki corridor disasters under the National Assembly of the Federal Parliament was held on Tuesday. The meeting discussed the scope of the committee and its work. <\/p>\n
In the meeting, Nepali Communist Party (NCP) lawmaker Ghanashyam Rijal said that the study report should also include the condition of the glacial lakes that are at risk of flooding in Budhigandaki area. Stating that the Budhigandaki river was also facing disaster following the Bhotekoshi floods, he said that a study should be carried out about the condition of the glacial lakes that are at risk. <\/p>\n
He said, “Along with the Bhotekoshi floods, we also had to face another disaster like the Budhi Gandaki flood. Of the 47 glacial lakes that are at risk, 25 are in China, one in India and 21 in ours. There are also 21 glacial lakes that are at high risk. He said that although it is not possible to conduct field studies at all places due to the short time, the condition of the glacial lakes at risk should be studied and included in the report. <\/p>\n
‘We cannot do a field study, the time is also short, but the study of their condition should be included in this report. It should be studied. The scope of Budhigandaki should also be added to it,” he said. <\/p>\n
Rijal said that there have been complaints that the documents and materials of tourists affected by the Bhotekoshi disaster have not been returned after their rescue. <\/p>\n
‘Many tourists were also affected by this Bhotekoshi disaster. We lost many people and were able to rescue many safely. There have been complaints that we have not been able to get back the documents and other materials of the rescued tourists so far. I think we need to study this as well,” he said. <\/p>\n
Spokesperson of the Federal Parliament Secretariat Ekram Giri said although it was appropriate to keep the jurisdiction of the committee open, attention should be paid to the mandate, deadline and available resources while expanding it. Clarifying that he had not expressed his disagreement over the inclusion of Budhigandaki in the jurisdiction, he suggested consulting with the Chairman of the National Assembly as it would increase the scope and workload of the committee. <\/p>\n
He said, “In terms of the scope of work, it is generally appropriate to keep it a little open without demarcating it. It is not possible to say right now what the study will do in the future. Therefore, it is appropriate to keep it open, but there is also a risk that the committee may have to work on issues outside the main purpose as the scope of work is expanded, he said. <\/p>\n
‘The parliamentary special committee was formed to study and monitor the Bhotekoshi and Kaligandaki corridor disasters, the assembly passed it. After the assembly passed it, this special committee got the mandate accordingly. Now, it does not seem that Budhigandaki should not be visited when all the incidents have happened due to the subject and context. The nature may be the same. But while adding that, the assembly has not said Budhigandaki anymore,” he said. <\/p>\n
Stating that the term of the committee has been fixed till mid-January, Giri said that the Chairman of the National Assembly should be consulted before extending the mandate. <\/p>\n
‘We consider Bhotekoshi to be a big disaster in itself. If we consider it a big disaster, then in fact, adding the Kaligandaki corridor is an additional task. Adding more Budhigandaki is an additional task. While adding this request to this, the honorable chairman has also said that ‘do not even imagine adding even a single day’. It will be better if you discuss with the chairman once,” he said. <\/p>\n
Giri also pointed out the risk of making the subject of study too broad, making it difficult to draw key conclusions. He said that the subject of parliamentary studies should also be clear and limited like in academic research. <\/p>\n
He said that the committee has to study on road network, biodiversity, data of domestic and foreign nationals, impact on tourism, environmental damage, rescue and relief, among other topics. <\/p>\n
Giri said that the state alone cannot always bear the compensation for the damage caused due to the disaster and the issue of insurance should also be given importance. He said that the role of insurance is important in the construction of hydropower projects to the damage to individual houses. <\/p>\n
’11 hydropower has gone. From the construction of hydropower, from the construction of construction, the insurance is always borne by the state? Can the state always refund the loss of individual houses? This is the economic situation,” he said. <\/p>\n
He recalled that parliamentary committees had held discussions in the past on the issue of sharing the financial burden of the loss through insurance in Nepal, where the risk of disaster is high. Giri also pointed out the risk that the committee’s report could become as detailed as the periodic plan of the National Planning Commission. He suggested that although the issues of disaster resilience, early warning system and rehabilitation were important, priority should be set to complete the study within a limited time. <\/p>\n
He said that the study of the policy aspect could also be necessary to make the post-disaster rehabilitation effective. He said that the committee could make a comparative study of the provisions of the 15th periodic plan and the issues included in the 16th plan. <\/p>\n
Giri said that the committee’s work should be taken as the basis for the study and new topics that are seen during the field study can also be incorporated as per the need. <\/p>\n
The meeting discussed the scope of the committee’s study, timeline, available resources and the problems of the people affected by the disaster. <\/p>\n
