Parents have started receiving complaints regularly after the Ministry of Education, Science and Technology directed the private investment schools to return the admission and other fees they have been charging against the law. A help desk has been set up at the Bhaktapur-based Education and Human Resource Development Centre and requested all the local levels in writing to implement the ministry’s directive. <\/div>\n<\/p>\n

Centre’s Director Nirmal Prasad Singh Rathore said the help desk was active to increase the effectiveness of the service delivery by addressing the complaints received at the government bodies through various means including student admission fee.<\/p>\n

‘Since my mobile number and email have also been made public, I keep getting calls from my parents all the time. She couldn’t pick it up. Director Rathore said, “I have been addressing the issues that can be resolved through the phone. I have consolidated the complaints received from the email and submitted it to the Director-General. Some parents have also complained about the ambiguity regarding admission and annual fees. \u2019<\/div>\n<\/p>\n

Rule 146 of the Education Rules, 2059 (with amendment) provides for fees and deposits to be taken by the school.<\/p>\n

As per the provision, schools may not exceed the monthly tuition fee, the total amount equivalent to the tuition fee for two months, sports, extracurricular activities, laboratory, maintenance, library and first aid, annual fee, and the monthly tuition fee of a class admitted for the first time in the school. <\/div>\n<\/p>\n

<\/div>\n<\/p>\n

Similarly, examination fee, computer fee, transfer certificate fee, special training (judo, martial arts, swimming, singing, dance) fee, accommodation fee, transportation fee, food fee can be collected under miscellaneous headings.<\/p>\n

Rule 147 of the Regulation states that the concerned Education Development and Coordination Unit should publish a notice three months before the start of the academic session by fixing the maximum fee to be taken from the students on the basis of the classification of the school. <\/div>\n<\/p>\n

The school management committee, in consultation with the executive committee of the Teachers-Guardians Association, has been asked to submit the maximum fee to the coordination unit two months before the start of the academic session.<\/p>\n

The unit shall examine the proposal and publish a notice specifying the rate of fee. A central committee has been formed under the coordination of Director General of the Centre for fee management and monitoring. <\/div>\n<\/p>\n

The Ministry had on April 5 urged all local levels concerned to initiate legal process to refund the admission fees and other fees other than those determined by the Institutional School Fee Determination Criteria, 2072.<\/p>\n

The Ministry had warned that action could be taken as per the Education Act, 2028 if the schools do not return the fees arbitrarily.<\/p>\n

Parents’ pressure on private schools has increased after the directive to return the fees. <\/div>\n<\/p>\n
