KATHMANDU: The government has formed a recommendation committee for the appointment of the chairman of the Securities Board of Nepal (SEBON). The meeting of the Council of Ministers held on Tuesday has formed a three-member committee under the coordination of the Vice-Chairman of the National Planning Commission, Dr. Gunakar Bhatta. <\/p>\n
According to Minister for Information, Communications and Technology Bikram Timilsina, the members of the committee are Ghanashyam Upadhyaya, secretary of the Ministry of Finance, and Bhuvan Dahal. The committee will invite applications for the post of chairman of the Securities Board. According to the Securities Regulations, the candidate applying for the post of chairman should be 30 years of age and not more than 65 years of age. The recommendation committee will evaluate the educational qualifications, experience and professional work plan submitted by the candidates. In addition, the eligible applicants will be selected and interviewed. <\/p>\n
According to the Securities Act, the committee will select three names and recommend them to the finance minister. After that, on the recommendation of the finance minister, the chairman of the board will be appointed for a period of four years. To become the chairman, a minimum of seven years of professional experience is required in the field of capital market, stock market management, finance, commerce, management or law. In addition, there is a provision to self-declare that he is not a member of any political party and is not directly involved in the business related to the securities or commodity exchange market. <\/p>\n
Earlier, the post of SEBON chairman Santosh Narayan Shrestha resigned on April 10, 2008. He was appointed as the chairman of the KP Sharma Oli-led government on November 25, 2081. After Shrestha’s appointment, there was a controversy regarding his qualifications. The Commission for the Investigation of Abuse of Authority (CIAA) had started an investigation after a complaint was filed that he did not have the required experience as per the law.
