Kathmandu. A five-member probe commission led by former Supreme Court Justice Rajendra Kumar Bhandari on April 15 has paved the way for the probe of properties in the case. The Office of the Prime Minister and Council of Ministers has given the mandate to the commission to carry out its work. <\/p>\n
As per the mandate, a detailed investigation has been initiated into the assets of the senior officials holding public posts and those who have retired or been removed. In the mandate given to the commission, the government has given the authority to collect, verify and investigate the property details of people’s representatives from the prime minister to the local level, security agencies, civil servants, diplomatic missions, constitutional bodies, government banks and corporations, universities and their families. <\/p>\n
Who is under investigation? <\/strong><\/p>\n The commission will investigate the properties of prime ministers, ministers, members of parliament, members of the Constituent Assembly, office-bearers of constitutional bodies, former judges, high-ranking officials of the Nepal Army, office-bearers of the provincial governments, chiefs and deputy chiefs of local levels, employees of the embassy as well as high-ranking officials of the civil service, police, Armed Police Force and National Investigation Department. <\/p>\n Likewise, from the governor of Nepal Rastra Bank to the executive director, high-ranking officials of the state-owned banks and corporations, NEAs, boards, committees, universities and grant-funded bodies have also come under the scanner. Advisors of political leadership, personal secretaries and private secretaries would also be the subjects of the commission’s study. <\/p>\n The commission has been given the responsibility to conduct the investigation of the property in two phases. In the first phase, the details of the fiscal year 2062\/63 to the end of Chaitra 2082\/83 will be collected and scrutinized, while in the second phase, the data will be collected and scrutinized. A mandate has been given to study the property from 2048 to 2061\/62. <\/p>\n How is the investigation? <\/strong><\/p>\n The commission will determine the assets by making an in-depth analysis of ancestral property, legitimate sources of income and the growth made therefrom. In addition, the commission has been given the authority to investigate the assets hidden or sent abroad. <\/p>\n The investigation will be conducted in secrecy and the process will be carried out in a manner that does not affect the personal and public dignity of the person concerned. The Office of the Prime Minister and Council of Ministers has mandated the Commission to prioritise investigation into the complaints filed, departmental action, those who have unnaturally high economic status, played the role of middlemen and employees who have worked in sensitive bodies like tax, revenue, land and transport for a long time. <\/p>\n If any official or employee is found to have acquired property through corruption or illegal means, the commission has been given the authority to prepare a detailed description of such property and recommend further investigation and action against the concerned body. <\/p>\n If any complaint is received against the sitting judges or the Nepal Army, they have been asked to send the matter to the concerned body for investigation. In addition, the commission has been given the responsibility to identify people at high risk of corruption and determine the scope of investigation.<\/p>\n","protected":false},"excerpt":{"rendered":" Kathmandu.
