Kathmandu. The Commission for the Investigation of Abuse of Authority (CIAA) has filed a corruption case against Nepali Congress leader and former Finance Minister Gyanendra Bahadur Karki. The charge sheet has been filed at the Special Court Kathmandu claiming to be over Rs 3.62 billion. <\/p>\n
The Commission for the Investigation of Abuse of Authority (CIAA) on Thursday filed a corruption case at the Special Court against 14 persons including Karki for their alleged involvement in irregularities in the construction of Pokhara Regional Airport. The anti-graft body filed a corruption case against Karki and the secretary of the then government of Nepal on the charge of causing loss to the state by giving tax exemption to the contractor company. <\/p>\n
Karki was appointed as the Finance Minister on June 7, 2017 in the Sher Bahadur Deuba-led government. According to the CIAA, the agreement signed between the Civil Aviation Authority of Nepal (CAAN) and China CAMC Engineering Company Limited has a provision to exempt tax and tariff from the contractor through the implementation agreement. <\/p>\n
“The purchase was made between Civil Aviation Authority of Nepal (CAAN) and China CAMC Engineering Co. Ltd. during the construction of Pokhara Regional International Airport in collusion, plan and involvement of civil servants, employees and contractor company China CAMC Engineering Co. Ltd. The contractor company has a provision to pay and pay such taxes, tariff and other charges within the agreement price of the agreement and the contractor company has been found to have entered into the implementation agreement with the condition that the contractor company will be exempted from tax, tariff and other charges in accordance with the prevailing Nepal law. A total of Rs. 3,62,05,22,160 out of the public property received by the Government of Nepal in the form of loans was made to China CAMC Engineering Co. Ltd. by obtaining a waiver so that the tax and other fees included in the amount taken were not paid to the state treasury and to give double benefit to China CAMC Engineering Co. Ltd. A charge sheet has been filed at the Special Court Kathmandu today demanding the following punishment against the following defendants who have been found to have embezzled, damaged and misappropriated money (three billion sixty-two crore five lakh twenty two thousand twenty two thousand one hundred and sixty sixty) (three billion sixty-two crore five lakh twenty two thousand one hundred and sixty rupees) and to make the implementation agreement and to take payment from the loan property received by the Government of Nepal. <\/p>\n
The NHRC has concluded that the contractor company and government officials were involved in taking double benefits by waiving tax and fees due to the government. For this reason, it has been claimed that the money received from the public loan has been misused. <\/p>\n
Karki, the then joint secretary at the Ministry of Finance, Kewal Prasad Bhandari, the then joint secretary at the Ministry of Culture, Tourism and Civil Aviation, Suresh Acharya, the then joint-secretary at the Ministry of Culture, Tourism and Civil Aviation, Danduraj Ghimire, the then director general of the Civil Aviation Authority of Nepal (CAAN) Sanjeev Gautam, the then project director of the national pride project under the Civil Aviation Authority of Nepal (CAAN) Pradip Adhikari and the then electronics engineer at the Ministry of Culture, Tourism and Civil Aviation Yogesh Aryal. Yugaraj Pandey, the then under-secretary at the Ministry of Finance, and Urmila Bhandari, the then section officer, among others. <\/p>\n
A case has also been filed against the contractor company and its representatives. The Commission has demanded imprisonment, fine, recovery of fine and additional punishment against all the defendants as per the Prevention of Corruption Act, 2059.
