Kathmandu. Minister for Land Management, Cooperatives and Poverty Alleviation, Pratibha Rawal, has said that the expected results could not be achieved due to the tendency of political recruitment in the Land Commission and various committees formed to resolve the problems in the past. <\/p>\n
In a meeting of the Agriculture, Cooperative and Natural Resources Committee held on Friday, Minister Rawal said that the commissions and committees formed in the past to resolve the problems of land and cooperatives sector have not been able to work effectively. <\/p>\n
She said, “Today, two issues of land and cooperatives have been raised. If we form committees or commissions to solve the problems, experts are needed, but what we have been doing is making political recruitments. That’s the truth. \u2019<\/p>\n
Minister Rawal claimed that experts have been included in the committee formed to manage the cooperative problems and positive works are being carried out in a short period of time. According to him, the land related problem is still there as the land commissions formed in the past have not been able to carry out the expected works. <\/p>\n
“Had the commission worked effectively, this situation would not have arisen today,” she said, adding, “Now we are working in a new way.” I will probably come to the next committee meeting with a progress report. \u2019<\/p>\n
Speaking about the crisis seen in the cooperative sector, Minister Rawal clarified that the government has no policy to solve all problems by using the state treasury. She said that it was not appropriate for cooperative operators to cheat and the state to bear the burden by using taxpayers’ money. <\/p>\n
“In the case of cooperatives, the first priority is loan recovery, the second is the return of savings and the third is regulation,” she said. On the one hand, it should not be allowed to be resolved, but on the other hand, new problems should not be added. \u2019<\/p>\n
According to Minister Rawal, the government has added some legal provisions through ordinance to make the regulation of the cooperative sector more effective. He claimed that this would further strengthen the monitoring and control system of cooperatives. <\/p>\n
She said that many borrowers have come into contact after issuing a 15-day notice with a warning to make public the names of people who have taken loans from troubled cooperatives and to suspend public services. <\/p>\n
“Some people have already paid the amount,” she said, adding, “We have already made some names public, now we will start the work in a phased manner.” \u2019<\/p>\n
In the meeting, committee member Rajiv Khatri said that the cooperatives victims should get back their savings at any cost. Arguing that not only the promoters but also the state were responsible for the fraud and demanded compensation to the victims, he said. He said, “The cheating of savers by the cooperatives in the past is not only the fault but also the state is to blame.” Therefore, the state has to bear the compensation. It should also be raised from three generations of the parties concerned. \u2019<\/p>\n
Likewise, Sagar Dhakal underscored the need for the government to bring special classification-based policy for the control of poverty. <\/p>\n
Stating that special programmes should be brought by identifying the low-income groups separately, he said that the people were facing serious problems due to lack of treatment. <\/p>\n
“Patients ranging from heart transplant to liver transplant are not in a position to go to hospitals,” he said, adding, “The government should address this issue in a special way and a special policy is needed for this.” \u2019<\/p>\n
In the meeting, detailed discussion was held on the introduction of the Ministry of Land Management, Cooperatives and Poverty Alleviation, the works carried out so far, the progress review of the current fiscal year and the future action plan.<\/p>\n","protected":false},"excerpt":{"rendered":"
