Kathmandu. KATHMANDU: Chairperson of Labour and Culture Party and member of the House of Representatives, Harka Raj Rai (Harka Sampang), has expressed serious concern over the parliamentary working style of Prime Minister Balendra Shah and demanded his resignation on moral grounds. In a statement issued on Friday, Rai accused Prime Minister Shah of insulting the parliament and parliamentary traditions. <\/p>\n
The Prime Minister himself walked out of the parliament after presenting the policies and programmes through President Ram Chandra Poudel and did not appear again as a disrespect to the democratic practice, he said. According to the statement, PM Shah was not present in the parliament during the discussion on the government’s policies and programmes. Rai alleged that the Prime Minister did not come to the parliament even when the opposition parties demanded his presence and was watching the activities of the parliament live from his office. <\/p>\n
Likewise, he said there was a parliamentary tradition that the Prime Minister himself should be present to answer questions raised over the government’s policies and programmes. “It is also irresponsible of the Prime Minister not addressing the people in any meeting of the parliament,” Rai said. “The Prime Minister is incompetent and unsuccessful in failing to maintain the dignity of the parliament,” Rai said, adding that such incidents have left a “black spot” in the history of parliamentary practice. <\/p>\n
He argued that a person insulting the people’s sovereign institution should not remain in office on moral grounds. The statement also accused the government of trying to run the government through ordinances by ignoring the parliament. He also expressed regret over the government’s failure to address border security, people’s livelihood and basic problems of citizens. <\/p>\n
