The government has said it has given top priority to the Non-Resident Nepali Association (NRNA). Unveiling the policy and programmes for the fiscal year 2083\/084 BS at a joint meeting of the federal parliament on behalf of the government, President Ram Chandra Poudel said the capital market would be developed as safe, competitive and in line with international standards. <\/p>\n<p>For this, long-term capital will be built by developing debt market, bond market, infrastructure bonds and risk management tools with the objective of expanding the participation of institutional investors, pension funds, insurance, mutual funds and Non-Resident Nepalese through securities regulation, restructuring of NEPSE and clearing system. Similarly, a &#8216;Diaspora Expert Network&#8217; and a &#8216;knowledge bank&#8217; would be established to link capital, skills, experience and technology of Nepalis living abroad with the national development. To attract investment of Non-Resident Nepalis, legal security, easy financial arrangement and return of return system will be ensured. <\/p>\n<p>The policy and legal provisions related to citizenship, investment, financial access and democratic rights would be strengthened to strengthen the participation of Non-Resident Nepalis. At the end of the address, President Poudel thanked the Non-Resident Nepalis (NRNs). NRNA Spokesperson Som Sapkota said the policy and programme presented by the government in the parliament has encouraged the NRNAs. <\/p>\n<p>He said, &#8220;The policy and program is good, and if the government moves ahead by implementing it, the NRNs are always ready to contribute to the social and economic development of the country.&#8221; \u2019<\/p>\n<p>According to the constitution, the budget for the new fiscal year will be presented on May 29 after the policies and programs read out in the parliament on Sunday. <\/p>\n<p>Who should be included? <\/p>\n<p>Capital market shall be developed in accordance with safe, competitive and international standards. Participation of institutional investors, pension funds, insurance, mutual funds and Non-Resident Nepalis will be expanded through restructuring of securities regulation, NEPSE and clearing system. <\/p>\n<p>\u00b7 Mobilization of Diaspora Capital: A new model of infrastructure financing will be implemented by mobilizing alternative development finance, Diaspora capital and private investment. <\/p>\n<p>\u00b7 A &#8216;Diaspora Expert Network&#8217; and &#8216;Knowledge Tank&#8217; would be established to link the capital, skills, experience and technology of Nepalis living abroad with the national development. To attract investment of Non-Resident Nepalis, legal protection, facilitated financial arrangement and return of return system will be ensured. <\/p>\n<p>\u00b7 Policy and Legal Provisions: Policy and legal provisions related to citizenship, investment, financial access and democratic rights will be strengthened to strengthen the participation of Non-Resident Nepalis. <\/p>\n<p>\u00b7 Attract overseas investment: The basic restructuring of economic incentives will be carried out to reduce the cost of production, simplify the business environment, remove policy and legal obstacles, and attract domestic, foreign and overseas investment. <\/p>\n<p>\u00b7 Nepal Investment Visa: The &#8216;Nepal Investment Visa&#8217; will be issued to the investors who have made more than the investment fixed by the Government of Nepal. <\/p>\n<p>\u00b7 Skill Passport: The skills of the youths who have returned from foreign employment will be documented through digital &#8216;Skill Passport&#8217; and international vocational certification will be provided. <\/p>\n<p>\u00b7 Remittance-Investment Matching Fund: &#8216;Remittance-Investment Matching Fund&#8217; will be established to transform remittances from consumption to productive investment. <\/p>\n<p>\u00b7 A national apprenticeship programme will be launched based on the concept of &#8216;Skills and Employment: Learning by Earning&#8217;. <\/p>\n<p>\u00b7 Remote Work Policy: A legal provision will be made for a &#8216;remote work policy&#8217; that allows you to work for foreign employers while staying in Nepal. <\/p>\n<p>\u00b7 Passport and Consular Services: Passport and consular services provided by Nepalese diplomatic missions abroad shall be strengthened. In order to protect the safety and security of Nepalis abroad, a &#8216;Central Response Unit&#8217; will be established round the clock at the Ministry of Foreign Affairs and rapid rescue teams will be operated at the diplomatic missions. <\/p>\n<p>\u00b7 Employment Promotion Decade: In order to transform foreign employment from compulsion to alternative, &#8216;Employment Promotion Decade&#8217; will be declared from fiscal year 2083\/084 to 2092\/093. <\/p>\n<p>\u00b7 Safe, systematic and rewarding foreign employment: Foreign employment shall be made safe, systematic and rewarding. Action will be taken against exorbitant service charge and labour exploitation. Separate lanes and services will be made available for those going for foreign employment. Rescue and welfare programs will be strengthened for the families of workers who die or maim abroad. An integrated stimulus package will be introduced to encourage reverse migration. <\/p>\n<p>\u00b7 Easy Access to Legal Aid and Justice for Workers: Easy access to legal aid and justice for workers will be ensured. Minimum wages, occupational safety and health at the workplace will be ensured by implementing regular labour inspection system. A national level welfare fund will be effectively mobilized by developing good labour relations between the government, employers and workers. <\/p>\n<p>\u00b7 Agricultural enterprises to the human resources returned from foreign employment: The human resources returned from foreign employment will be attracted to agricultural enterprises.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Kathmandu.
