KATHMANDU: Rastriya Prajatantra Party (RPP) lawmaker Khusbu Oli has drawn the attention of the government towards the government’s decision to cut financial equalization grants at the province and local levels. Speaking at a meeting of the House of Representatives on Thursday, she criticized the government for continuously reducing the grant amount to the provinces and local levels. <\/p>\n
“I want to draw the attention of the government to the issue of financial equalization grants being cut at the provincial and local levels through this House,” she said. The old government may not have done it, but I am surprised that this government is continuing the same trend. \u2019<\/p>\n
Stating that Article 251 of the Constitution of Nepal has clearly defined the role and rights of the National Natural Resources and Fiscal Commission, she said that the interference of the government has raised serious questions on the autonomy and legitimacy of the constitutional institution. <\/p>\n
“Article 251 of the Constitution of Nepal has clearly defined the role and authority of the National Natural Resources and Fiscal Commission. Especially in the case of recommending financial equalization grants. But the intrusive attitude of the present government has also raised serious questions on the autonomy and legitimacy of this constitutional institution, as the successive governments have done. \u2019<\/p>\n
She said that the reduction in ceiling sent by the federal government towards the end of the fiscal year at the local level has stopped the payment of the projects that have already been completed. <\/p>\n
“At the end of every fiscal year, if the ceiling sent by the federal government in advance is reduced by 10 to 15 percent, the files already executed at the local level are not paid due to lack of resources. How does the concerned person or company accept the non-receipt of the payment? Local governments have been hit hard,” she said.<\/p>\n","protected":false},"excerpt":{"rendered":"
