Kathmandu. The meeting of the Law, Justice and Human Rights Committee under the House of Representatives has discussed the scope of the Ministry of Law, Justice and Parliamentary Affairs, the progress review of the current fiscal year, the upcoming action plan and the on-site inspection report of the committee related to holding centre. Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, said that some of the ministries are also facing issues that are beyond the direct jurisdiction of the government. <\/p>\n
Stating that such issues have been forwarded to the concerned ministries and bodies, she said regular monitoring was underway whether the works were completed within the stipulated timeframe at the branches and divisions. She said, “There are some things that should not be done by the concerned ministries in this ministry. There are also works that cannot be done. If it comes, we also forward it to the concerned ministry and agency. We monitor whether the work is completed within the stipulated time at the branch division. Regular briefings are being held to identify the reasons for the delayed work. \u2019<\/p>\n
Minister Gautam said that a ‘fast track desk’ has been set up to make the ministry’s performance speedy, accountable and transparent. She also informed that the process to form the Infrastructure Tribunal has been forwarded and a high-level taskforce was formed on April 9, 2081. “The ‘Fast Track Desk’ has been set up with the objective of making the ministry’s performance speedy, accountable and transparent,” she said. The process of setting up the Infrastructure Tribunal has now moved forward. \u2019<\/p>\n
According to him, the construction of physical infrastructures in the country has been delayed for years and the taskforce has been formed to identify the obstacles and find a solution. Minister Gautam said that the task force has concluded that the formation of Infrastructure Tribunal is necessary for speedy, effective and expert resolution of disputes and cases related to infrastructure projects. She also informed that the process of formulating the law regarding the formation of the tribunal has already begun as per the suggestion of the task force. <\/p>\n
“The conclusion was drawn that the legal provision regarding the formation of the Infrastructure Tribunal was necessary to resolve the disputes and cases related to infrastructure projects in a quick, prompt, effective and expert manner,” she said. The task force has suggested the formation of the Infrastructure Tribunal and the law is in the process of formulating the same. The Ministry of Law has now started. According to her, some acts, laws and regulations need amendment as suggested by the taskforce have already been forwarded to the bodies concerned. <\/p>\n
She said, “As per the suggestions of the task force, some acts and laws have also been suggested to amend the regulations. In which we have sent it to the concerned authorities. We had appointed the secretary of the Ministry of Law, Justice and Parliamentary Affairs as the coordinator of the high-level taskforce.
