Kathmandu. The Ministry of Agriculture and Livestock Development has prepared and made public a draft of a bill to amend the decades-old Slaughterhouse and Meat Testing Act-2055 BS. The Ministry has published this draft for suggestions from the stakeholders and general public as per the process of Legislation Act, 2081. <\/p>\n
This step has been taken with the objective of providing clean and quality meat to the consumers by clarifying the jurisdiction of the three tiers of government as per the Constitution of Nepal. The proposed amendment has made it mandatory to obtain a license from the Department for the establishment and operation of animal slaughterhouses. The definition of meat has also been broadened to include all types of meat that are unprocessed, semi-processed and processed for human consumption. <\/p>\n
The draft empowers the federal government to set strict standards of cleanliness and quality at slaughterhouses, meat outlets and processing sites, while paving the way for provincial governments to make necessary laws and regulations within their jurisdiction. <\/p>\n
The most important aspect of this bill is the huge increase in fines. The new draft proposes a fine ranging from Rs 25,000 to Rs 100,000, citing that effective regulation could not be done due to the low rate of punishment in the existing Act. Earlier, the fine from Rs 500 to Rs 1,000 has been proposed to be increased from Rs 25,000 to Rs 50,000 and from Rs 1,000 to Rs 2,000 to Rs 50,000 to Rs 100,000. <\/p>\n
The ministry hopes that such harsh punishment will make meat traders more responsible for quality and hygiene. The Ministry has urged the stakeholders to send their comments and suggestions on this draft within the next seven (7) days.<\/p>\n","protected":false},"excerpt":{"rendered":"
