Finance Minister Dr. Sh. Swarnim Wagle clarified about the budget for the fiscal year 2083/84 and said that the size of the budget is not big but balanced according to the capacity of the state. Commenting on the criticism being made about the resource management and size of the budget, he said that initially the budget was estimated to be up to Rs 25 trillion in the market, but eventually the budget was presented around Rs 21 trillion.

“After holding this post and a serious responsibility, we can understand the limitations of the government from within,” said Minister Wagle, adding, “Initially, it was rumored that the budget would be Rs 25 trillion, but in the end, it was limited to around Rs 21 trillion.” ’

According to him, the budget is only 28.5 percent of the projected gross domestic product (GDP). He said that the projected GDP is around 7458 and the figure may fluctuate according to the situation. Minister Wagle claimed that the budget has been brought as per the capacity of the state, breaking the trend of the budget size above 30 percent in the last few years. Responding to comments on debt, he acknowledged the fact that public debt has increased. According to him, the debt-GDP ratio was around 25-26 percent before the earthquake but it increased to around 42-43 percent during the reconstruction and COVID-19 pandemic.

He said, “We have brought the budget in accordance with the capacity of the state by breaking the trend above 30 per cent today.” The budget is not big, it is a small budget relative to GDP. There has also been a lot of discussion about debt in the market. Before the earthquake, we were at 25, 26 percent. The process of reconstruction and the debt has increased due to Corona. About 42 or 43 percent. That’s a lot of growth. ’

Similarly, he has taken Rs 410 billion in internal debt and Rs 247 billion in external loans. “Our debt has increased exponentially during the earthquake and the coronavirus pandemic. We are less now than we were then. This year, we have borrowed Rs 410 billion internal and Rs 247 billion externally. This loan will go to the previously imposed loan. ’

He said that he is also in talks with the governor about calculating the loan net from next year. He said that the new method will be adopted with preparation next year. According to the Finance Minister, foreign loans will be paid to Rs 72 billion this year. Of the Rs 657 billion loan, the amount paid is Rs 318 billion. He also claimed that the salary increase was 21 percent.

The Finance Minister said, “The salary increase is 21 percent. There are things that have been deceived, deceived. It’s not like that, it’s 10 percent. Another 10 percent of the increase in base. ’

Kathmandu. Finance Minister Dr. Sh.
