Most of the programmes being run by the Ministry of Information and Communications under the 100-point agenda on governance reforms have been completed. The Ministry said on Tuesday that most of the works of these programmes have been completed and have reached the implementation phase. <\/p>\n<p>Minister for Information and Communications Dr. Yubaraj Khatiwada urged the government to implement the reform programmes that have been brought with the objective of making service delivery simple, speedy, transparent and result-oriented before the stipulated time. The direction is by Vikram Timilsina. He also instructed the bodies concerned to resolve any problems seen in course of the implementation of the Act immediately. <\/p>\n<p>The government had directed each ministry to identify 10 major tasks and prepare an action plan with the objective of implementing results-based governance management. Accordingly, the Ministry of Communications has prepared its action plan within the stipulated time and submitted it to the Office of the Prime Minister and Council of Ministers. According to the ministry, the progress of these works is being reviewed regularly. <\/p>\n<p>The committees formed under the Business Process Reengineering Program with the objective of making service delivery simple, fast and result-oriented have completed their preliminary work. The committees have studied the existing processes of the ministry and prepared a draft report for removing unnecessary steps and simplification of services. The ministry has said that the task of collecting suggestions has also been completed and further process will be forwarded if the need for necessary legal amendment is identified. <\/p>\n<p>Likewise, the Ministry has made remarkable progress in improving the employees administration. The Ministry has prepared and implemented the Employees Code of Conduct with the objective of minimizing financial irregularities, dillydallying and uncomfortable behavior towards service recipients. A commitment letter has been collected with signatures from all the employees. However, the program to link the performance of the employees with the results is not yet complete. The task of preparing an objective performance index for each post has reached the final stage. <\/p>\n<p>Similarly, a list of training needs has been prepared and sent to the Ministry of Federal Affairs and General Administration for the capacity enhancement of the employees working at the front desk. <\/p>\n<p>The Ministry has made remarkable progress towards digital administration and office restructuring. This is expected to make service delivery more efficient, transparent and trackable in the future. <\/p>\n<p>The Ministry has also completed structural works in the area of Citizen Grievance Management System. A grievance management committee has been formed and preparations are underway to operate a multi-channel system of registering complaints through phone, mobile app, portal and social network. <\/p>\n<p>The plan to transform the postal service into the &#8216;Government Courier Service&#8217;, which is one of the most ambitious programs in the government&#8217;s hundred-day agenda, has also reached the final stage of implementation. So far, the postal service has started delivering government documents from 62 districts to the doorsteps of the people. Director General of the Department of Postal Services, Manmaya Bhattarai Pangeni, said that the service will start in the remaining districts within a few days. <\/p>\n<p>Similarly, the work of postal line review has been completed, which has helped to reduce the time and cost of service delivery. A total of 60,446 passports have been delivered to the district through postal office and 3,113 passports have been delivered to the doorsteps of the service seekers. The service has been expanded to 62 districts. <\/p>\n<p>A total of 835 samples have been supplied from 17 hospitals in collaboration with the National Public Health Laboratory. More than 5.53 lakh driving licenses received from the Department of Transport Management have been sent to their respective districts while door-to-door distribution is underway in four districts. The educational certificate transfer program has also been started. However, the national identity card distribution program has not moved ahead as the card is not available from the concerned department.
