Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, has urged the ministries concerned to prioritize the bills required for timely and effective formulation of laws. During the discussion held at the Ministry of Law, Justice and Civil Aviation on Wednesday, the Ministers and high officials of the Ministry of Science, Technology and Innovation, the Ministry of Finance, the Ministry of Home Affairs and the Ministry of Energy, Water Resources and Irrigation held a detailed discussion on the issues related to the formulation of laws in the coming days. <\/p>\n<p>Minister for Science, Technology and Innovation Mahabir Pun, Minister for Home Affairs Sudhan Gurung, Minister for Energy, Water Resources and Irrigation Biraj Bhakta Shrestha and other officials from the Ministry of Finance were present on the occasion. Minister Gautam instructed the ministries concerned to prepare a list of necessary bills and expedite the law formulation process on the basis of priority. She stressed the need of making a clear action plan by incorporating the public concerns and needs related to the Ministry. <\/p>\n<p>&#8220;Prepare a list of bills, incorporate concerns related to the ministry, set priorities and send them on time. The bill cannot be brought in the middle of the day,&#8221; Minister Gautam said. <\/p>\n<p>She stressed the need to build the necessary legal base for the effective implementation of the goals and policies of the ministries. He was of the view that the bill formulation process should be forwarded by making a clear work schedule on the basis of priority as laws are the main means to translate the goals into practice. <\/p>\n<p>Minister for Science, Science and Technology Mahabir Pun shared that the Ministry is currently in the concept development and policy preparation phase. Identifying priority areas was underway and research and innovation were inevitable for sustainable development, he said. <\/p>\n<p>Home Minister Sudhan Gurung said that the Ministry has taken suggestions and feedback positively and said that some efforts for reform have been challenged due to outdated laws. Home work was being done to promote good governance, he said, stressing on formulating long-term, stable and practical laws. <\/p>\n<p>Energy Minister Biraj Bhakta Shrestha said that along with the formulation of laws, attention should be paid on their impact and implementation outcomes. He praised the Ministry of Law, Justice and Parliamentary Affairs for taking effective leadership and ownership in the law-making process as per the spirit of the Legislation Act, 2081 BS. <\/p>\n<p>Minister Shrestha said that the existing legal provisions in the energy and investment sector have not been able to fully address the present need. He pointed out the need to address the conflict seen between development and environmental protection in a balanced way. &#8220;There is still a distance between the real situation of the society and the goals the state is trying to achieve,&#8221; he said. <\/p>\n<p>The representatives of the Ministry of Finance said that the list of necessary issues and suggestions would be made available soon. They also expressed their commitment to carry out works in a coordinated manner. <\/p>\n<p>Minister for Law, Justice and Parliamentary Affairs Gautam said that inter-ministerial discussions were being held to formulate necessary laws and amend existing laws to make service delivery effective as per the government&#8217;s hundred-point action plan.
