Kathmandu. Minister for Home Affairs Sudhan Gurung has pledged to transform home administration from traditional security system to technology-friendly, result-oriented and citizen-friendly system through budget implementation for the upcoming fiscal year. <\/p>\n
Responding to the queries raised by lawmakers during the deliberations on the Appropriation Bill in the House of Representatives on Thursday, Minister Gurung said that various programmes have been introduced for making national security, good governance, cybercrime control, disaster management and public service delivery effective. <\/p>\n
He said the national identity card would be linked with all public services under the ‘One ID, Multiple Government Service’ concept. He said that with this, citizens can get various government services through a single identity card. <\/p>\n
The government has allocated Rs 504.9 million to expand the investigation capacity of the Nepal Police for the control of cybercrime and added that the investigation would be made more scientific using artificial intelligence and advanced analytics technology. He also said that necessary tools and resources would be provided to the Cyber Bureau. <\/p>\n
Minister Gurung said that a special mechanism has been activated to ensure justice to the victims of violence against women and gender-based violence and an arrangement has been made to redress the complaints of the citizens 24 hours a day through ‘Hello Griha Call Centre’. According to him, Nepal Police has already brought into operation a ‘case tracking system’ and an arrangement has been made to provide information to the service seekers through SMS. <\/p>\n
He said equipment based on modern technology would be purchased to make the security bodies more capable and efficient. Saying budget has been allocated to purchase modern policing, patrolling drones, heavy lifting drones and search and rescue drones, he said 89 buildings of Nepal Police and Armed Police Force would be constructed next year. <\/p>\n
Stating that the government has focused its attention from ‘Responsive Measures’ to ‘Preparedness Strategy’ in disaster management, Minister Gurung said coordination was underway with all stakeholders to make monsoon preparedness more effective. Rescue equipment, modern equipment and integrated disaster response command and control system would be developed, he said. <\/p>\n
Minister Gurung said that the government has given priority to prevention, treatment and action under the ‘three-pillar strategy’ for the control of drug abuse. The budget has been increased by Rs 7.9 million for the current fiscal year and Rs 22.7 crore has been allocated for the next year. <\/p>\n
Stating that the government was adopting a zero-tolerance policy to control corruption that takes place in course of police checks, he pledged to strictly enforce the provisions of reward and punishment on the basis of performance evaluation. He added that the surveillance system would be strengthened by installing AI-enabled CCTV cameras along the border. <\/p>\n
There are around 26,800 inmates in prisons with a capacity of 19,000 at present, he said, adding that there is a plan to construct one big prison each with a capacity of 7,000 in each province. According to him, 11 prison buildings are under construction and budget has been allocated for additional 20 prison buildings. <\/p>\n
Minister Gurung said that directives have been issued in all districts to stop illegal extraction of river-based resources and necessary budget has been managed for distribution of relief and reconstruction in flood-affected areas. <\/p>\n
