Kathmandu. A meeting of the Finance Committee of the House of Representatives held today discussed with the National Planning Commission (NPC) on the main works carried out by the Commission in the fiscal year 2082\u00f783, the status of implementation of the 16th periodic plan, the implementation of mid-term expenditure structure and the progress of development projects including the national priority projects. <\/p>\n
In the meeting, Vice-Chairman of the National Planning Commission, Dr Gunakar Bhatta, said that the NPC would submit a written response within 10 days. He said that necessary details would be prepared and submitted as per the directives of the committee. <\/p>\n
“We have already received a directive from the National Planning Commission to submit the issues raised in writing to the committee within 10 days,” he said. We had also thought of discussing this matter with the Finance Committee. Some things have also come from the committee regarding the role of the National Planning Commission. \u2019<\/p>\n
Saying the Commission was preparing to hold detailed discussions with the Finance Committee on these issues, Bhatta said that various suggestions regarding the role of the commission have been received from the committee. <\/p>\n
He said the National Planning Commission was currently playing its role in three major areas. According to him, the Commission should be further strengthened as an institution providing research-based assistance in the policies to be formulated by the government. <\/p>\n
According to him, continuous coordination is being made with various ministries for this and the members of the commission looking after the related sectors are collaborating with the ministry on policy-level issues. <\/p>\n
He said, “The commission is now playing a role in three things. Naturally, the National Planning Commission (NPC) will have to be strengthened as a partner in the research of one of the government’s most important policies. We are still coordinating with various ministries for the same. Our stakeholders are coordinating on the policies related to various ministries. \u2019<\/p>\n
Dr. Bhatta said that the Commission has started the process of discussions through various mediums, giving priority to the dialogue with citizens and experts. He expressed the belief that collaboration with citizens and experts would contribute to research-based quality policy making. <\/p>\n
He said, “We have started the system of talking to the citizens as well as with the experts. We will take it forward with more importance. It is important that the National Planning Commission will work with the citizens and the experts of the commission, so that it is important to formulate policies as well as to make the best policy based on research. The Commission is an important institution for determining the long-term vision of the country. This institution needs to be strengthened. \u2019<\/p>\n
He opined that the Commission was an important body to determine the country’s long-term development vision, and it needed to be made more capable, strengthened and effective. <\/p>\n
