. Minister for Infrastructure Development Sunil Lamsal has said that incidents like self-immolation are not due to a single reason but are the result of long-standing economic, social and justice problems. He said that the government’s serious attention has been drawn to such incidents. <\/p>\n
Speaking at the meeting of the House of Representatives, Minister Lamsal said that the Ministry of Physical Infrastructure and Physical Infrastructure has been regularly receiving complaints about not being paid, being victimized by contractors and workers not being paid.<\/p>\n
“Contractors, suppliers and workers are facing financial problems,” he said. <\/p>\n
He said that one of the reasons for the financial problems and imbalances seen in the last few years is the excessive competition in the public procurement process.<\/p>\n
According to him, low bidding has affected contractors, suppliers, workers and the overall market. <\/p>\n
Minister Lamsal said the government has introduced the average bidding system to control the tendency of awarding tenders at low price by amending the Procurement Act.<\/p>\n
According to him, those bidding at less than 30 percent will not be allowed to participate in the competition. <\/p>\n
He claimed that the new system would increase the flow of money to the market, improve the quality of construction and help increase the income of workers and entrepreneurs.<\/p>\n
He said that the government plans to send Rs 1,270 billion to the infrastructure sector in the next three years. <\/p>\n
Minister Lamsal stressed the need to tighten traffic rules to control road accidents.<\/p>\n
A total of 125,564 road accidents took place in the last five years of which 12,452 people lost their lives. <\/p>\n
Among them, 59,423 were due to over-speeding, 35,145 were due to negligence of drivers and 7,419 were caused by drunken driving. He said that the current misinformation about the traffic fine of up to Rs 50,000 has been spread and the fine will be determined on the basis of the speed of the vehicle, the seriousness of the mistake and the situation that is repeated repeatedly. Minister Lamsal said that the government has a plan to close the roads in the vulnerable areas, expand the roads up to the local and district centers and forward a long-term infrastructure plan for road safety. He also urged the contractors, suppliers and service recipients not to provide additional amount (PC) and to lodge a complaint if anyone asks for it.<\/p>\n
