The Bagmati Province government has started the process of returning the savings of small savers of five cooperatives that were declared problematic.

The Office of the Troubled Cooperative Management Committee under the Ministry of Cooperatives and Poverty Alleviation of Bagmati Province has started the savings withdrawal program from Tuesday. In the first phase, small savers who had saved between Rs 10,000 and Rs 100,000 were refunded.

Minister for Cooperatives and Poverty Alleviation of Bagmati Province Binu Rayamajhi Poudel said that the money was returned to 42 savers during the program.

She said that the money will be gradually returned to the savers based on the amount deposited in the problematic cooperative.

He said that the campaign started by giving priority to small savers will continue unabated.

‘We are returning Rs 10,000 to Rs 50,000 to small savers. The process has been started on the basis of the amount collected from the five cooperatives that were in trouble,” said Minister Poudel.

She said that the money of the big savers will also be returned gradually on the basis of claims and available resources.

He said that the process will be started in a phased manner as it is not possible to return the amount of all the savers at once.

‘We have to return the money of about three thousand aggrieved savers. Today, we are refunding the money to 42 people. This is the beginning, and now the money of other savers will also be refunded continuously,” she said.

Minister Poudel urged all the citizens who have saved in the problematic cooperatives to have patience and pledged to return the money gradually.

She also informed that the compulsion to be physically present at the office for complaints and demands related to cooperatives has been removed from now on.

According to him, from July 1, an arrangement has been made to register complaints related to cooperatives through online system.

This is believed to make it easier for savers in different parts of the country.

Speaking at the program, Mahesh Bhattarai, secretary of the Ministry of Cooperatives and Poverty Alleviation of Bagmati Province, said that the savings back program is an important step towards the accountability of the state and sensitivity towards the citizens. He further said that although the cooperative movement was based on trust, transparency and mutual cooperation of the members, the citizens’ trust in the cooperative sector has been affected due to financial irregularities, weak good governance and irresponsible management in some institutions.

Today is an important day for savers who have been waiting for a long time to get their hard-earned money back. This is not only a program of distributing money but also the beginning of a campaign to restore trust in the cooperative sector,” said Bhattarai.

He made it clear that financial indiscipline, misuse of members’ savings and activities against the law in the name of cooperatives would not be acceptable.”The autonomy of cooperatives is important, but accountability, transparency and good governance are equally important,” he said. He said that regular monitoring, financial discipline, risk management and accountability to members should be strengthened to make the cooperative sector trustworthy again.

He also informed that arrangements have been made to take the complaints and claims related to cooperatives completely online from July 1.

‘Now the need to come to the office to file a complaint or demand related to the cooperative has been abolished. The process can be proceeded through online medium,” he said.

The Bagmati Province government has forwarded a phase-wise plan for the management of troubled cooperatives and the return of money to savers.

According to the Ministry, the programme has been launched with the objective of resolving the problems seen in the cooperative sector and restoring the confidence of the citizens.

Chief Minister Indra Baniya was also present on the occasion.

Savings of five troubled cooperatives have been returned, 42 people received the amount in the first phase Kathmandu.
