. Preparations are underway to extend the deadline for the commercial commencement of commercial production of hydropower projects that have already signed power purchase agreement (PPA) but are yet to start commercial production. <\/p>\n
The Nepal Electricity Authority (NEA) is preparing to manage the RCOD by categorizing the projects into four groups on the basis of the condition of construction, fulfillment of obligations mentioned in the PPA and physical progress. A meeting of the Board of Directors of NEA held on July 16 has decided to categorize the projects that have PPA into Group ‘A’, ‘B’, ‘C’ and ‘D’. The projects that are moving ahead on time in Group ‘A’ <\/p>\n
and which have fulfilled the obligations stipulated in the PPA including production license, financial management, land management or are in a position to complete within the stipulated time will be categorized as Group ‘A’.<\/p>\n
projects that could be added RCOD to Group ‘B’ <\/p>\n
The projects that could not come into operation due to the completion of the construction of transmission lines and substations by the Nepal Electricity Authority (NEA) will be placed in Group ‘B’. Similarly, the projects that have applied with proof that the construction was affected due to the force majeure, and the RCOD approved by the NRA will also be in this group. <\/p>\n
Projects that have achieved more than 25 per cent physical progress within the RCOD period will also be included in Group ‘B’.<\/p>\n
Group ‘C’ projects at risk of breach of agreement <\/p>\n
Projects that have not fulfilled the major obligations stipulated in the PPA, delay in production license, financial management or land management and have less than 25 percent physical progress by the time RCOD is completed will be placed in Group ‘C’. <\/p>\n
Such projects will be issued a ‘Notice of Default’ as per the PPA provisions.<\/p>\n
If there is no improvement, the process to cancel the agreement will be initiated, the authority said. <\/p>\n
projects that have not followed the agreement in Group ‘D’ <\/p>\n
projects that have not fulfilled the obligations under PPA even after the expiry of the RCOD period and whose production license or survey license has been revoked will be in Group ‘D’. <\/p>\n
The NEA has stated that it will evaluate the physical progress of the project as per its own procedure.<\/p>\n
The progress made in the construction of headworks, tunnel, pipeline, powerhouse and other major structures will be considered as the basis of physical progress. <\/p>\n
In case of solar projects, the status of panel purchase agreement, opening of LC, completion of land management and commencement of construction of mounting structure and foundation will be considered as progress indicators. The Department <\/p>\n
of Power Trade will carry out necessary directives and monitoring to complete the projects in Group ‘B’ on time. Regular monitoring will be carried out whether the directives are followed or not and reclassification will be done within a maximum of 6 months as per the need. <\/p>\n
The NEA has said that this arrangement will help in identifying the projects that have been in limbo for a long time, the projects that are progressing in construction and the projects that have been delayed.<\/p>\n
