Kathmandu. Analyst and liberal thinker Dr. KATHMANDU: Gopilal Neupane has said that the government should be changed in accordance with the constitution and parliamentary process and not through street agitation in a democratic system. <\/p>\n
Speaking at an interaction program on ‘Local bodies, policies and what should be the Mayor\u00f7Deputy Mayor organized in Kathmandu on Wednesday, he stressed the need for the change of government within the democratic system.<\/p>\n
“In a democracy, the government should not be thrown off the streets,” he said. We have practiced this in the past, but the government has to change from the rules and systems. The government should be changed only after the government is in minority in parliament or the prime minister resigns. No government can be stable if there is a practice of toppling the government on the basis of street protests, confrontations or pressure. ‘<\/p>\n
. Citing the example of India, Neupane said that a change in government was not possible only through street agitation as democratic institutions were strong in the country. <\/p>\n
“In India, Prime Minister Narendra Modi has a majority government in Parliament.<\/p>\n
Therefore, I do not see the possibility of a change of government by surrounding the parliament, failing the government or preparing to dissolve the parliament. India has a strong democracy and institutional system. In such a strong system, just one group marches does not change. “<\/p>\n
, however, he said that in a democracy, the voice of the people should be heard seriously by the state. <\/p>\n
He said, “The most beautiful aspect of democracy is that the voice of the people is heard by the state.<\/p>\n
If the state does not listen to the voice of the people, then no one can stop the right to revolt. Therefore, a democratic government should address the people’s sentiments, grievances and demands on time. “<\/p>\n
Neupane said that the local government should be people-friendly and give respectful treatment to the people who earn a living by doing business on the streets.\u00a0<\/p>\n
He said that the basis for evaluating the local government should be the behavior towards the citizens. <\/p>\n
“When I talk about what a local government should be, my first question is: Why do you chase street vendors?” <\/p>\n
He said that it was unfair to treat people who sell goods in open spaces, roadsides or crowded places in the market where they are running their families with their little income earned by working hard all day. He said, “Some are selling goods on carts, some on bicycles, some in packets.<\/p>\n
He earns two to four hundred rupees to feed his family, educate his children, buy medicines for his parents. But I am amazed to see the scene of the city police smashing bicycles and throwing fruits to pieces ,” he said. Neupane said that the right to live and to eat by working is the birthright of the citizens. <\/p>\n
‘The right to life is not given to people by the mayor, deputy mayor or municipality. It is a right given by nature. Therefore, the local government should respect the citizens, not look down on them. \u2019<\/p>\n<\/p>\n
