Kathmandu. Non-resident Nepalis are more optimistic about the government closer to two-thirds. They are also confident that their cases, which have been ignored and entangled for years, will be resolved. Rojina Pradhan Rai, vice-president of the Non-Resident Nepali Association (NRNA), has been running around in Kathmandu selling the files of her own demands and cases. Rojina and her team have been visiting Singha Durbar to explain and explain the issues to the ministers. <\/p>\n
‘Many of our issues are still pending. They are roaming the tables of government agencies. The main thing is citizenship. “We have been continuously making efforts with the government to formulate necessary acts and laws to implement the non-resident Nepali citizenship in practice,” she said, adding, “Although the constitution has provided for the provision of non-resident Nepali citizenship along with economic, social and cultural rights, the Nepalis living abroad have not been able to take direct benefit of it due to lack of necessary legal framework. According to him, the NRNA has forwarded its demands to the government in three phases. The demands put forth by the Council of Ministers in the first phase be to implement the provision that can be immediately implemented through the decision of the Council of Ministers, endorsement of the bill related to non-resident Nepali citizenship in the second phase at the earliest and the concept of ‘one time Nepali, Nepali forever Nepali’ in the third phase be further ensured constitutionally. <\/p>\n
“The constitution of 2072 BS has made provision for non-resident Nepali citizenship along with economic, social and cultural rights.<\/p>\n
But unfortunately, there is no law and act to implement it. Until the Act is enacted, the rights given by the Constitution cannot be implemented in practice. According to Rai, the association has drawn the government’s attention to the issue that can be resolved immediately in the first phase. Particularly, the provision of the right to operate a bank account without a national identity card, purchase and sale of property, transfer of shares and inheritance, operation of demat account and purchase of vehicles, among other issues have been prioritized as these issues have been prioritized through the decision of the Council of Ministers. <\/p>\n
She said, “We have given a proposal to the government to immediately pass the cabinet to buy and sell property, transfer the share and inheritance, open a demat account and buy a vehicle.”<\/p>\n
She stressed the need of passing the bill related to non-resident Nepali citizenship from the parliament at the earliest. According to him, extensive discussions were held with the NRNA office-bearers on the preliminary draft prepared by the Ministry of Foreign Affairs. She said that they were asked to give necessary suggestions without considering the preliminary draft as final and then the association has submitted its detailed proposal to the government. <\/p>\n
‘Suggestions were sought that it was not the final draft, but only the first draft. After that, we submitted our study and amendment proposal within five days. It is currently under discussion with the Ministry of Law and other relevant bodies,” she said. <\/p>\n
Stating that she was informed that the government had also discussed the issue of bringing a unified act, she said that although the process has been prolonged, she was hopeful that the law on non-resident Nepali citizenship would be introduced eventually.<\/p>\n
She said, “Even after repeated initiatives, it is disappointing to be late. The 100-day program came, the 12-point decision came, but our issue was not covered. It is natural for Nepalis living abroad to raise questions. But we are still positive as we are getting positive assurances from the concerned bodies. “<\/p>\n
Rai said that the main agenda of the organization has been the continuity of citizenship of the descendants since the establishment of NRNA. According to him, the campaign of ‘One time Nepali, always Nepali’ is not a new issue but an issue that has been raised since the establishment of the organization. <\/p>\n
She said, “It is our core belief that a Nepali born or descended from Nepal is never a non-Nepali.<\/p>\n
Therefore, the continuation of citizenship of descendants has been an agenda since its inception.”However, since the dual citizenship legal system is not the same in all countries, the same model will not solve all problems,” she said. Although some countries like America, Britain and Canada have dual citizenship, some countries including Germany are forced to renounce their citizenship to acquire the local citizenship. <\/p>\n
‘Where dual citizenship is accepted, the continuation of citizenship of the descendant is easy. But in some countries, one has to renounce Nepali citizenship to get local citizenship. There should be a provision for such people to protect their Nepali identity,” she said. <\/p>\n
According to him, Non-Resident Nepali Citizenship or NRN card may be required for such citizens.<\/p>\n
She also stressed the need for a separate identity for people of Nepali origin who migrated abroad many generations ago. <\/p>\n
‘The children of Nepalis who went abroad eight generations ago also take pride in being Nepali. They are still emotionally attached to Nepali language, culture and Pashupatinath. There should be a provision to provide some kind of Nepali identity to such people as well,” she said. <\/p>\n
Stating that the Non-Resident Nepalis (NRNs) who want to invest in Nepal are still facing a lot <\/p>\n
of administrative hassles, Rai said that the government should be serious to create investment-friendly environment. She said that there are still many complications in bringing capital from abroad, investing in Nepal and taking the profit from investment back abroad. <\/p>\n
‘I’m a businessman myself. There are still many difficulties in investing in Nepal. It is difficult to bring in money, it is difficult to invest, there are various problems to take out the return of investment. That’s why we have requested the government to implement the one-door system,” she said. <\/p>\n
Vice-chairperson Rai claimed that the Non-Resident Nepali Association (NRNA) was moving ahead in an integrated manner by ending the leadership dispute in the Non-Resident Nepali Association (NRNA) for the past few years.<\/p>\n
He claimed that although the organization was in a serious crisis at one time due to the aspiration of the leadership and internal misunderstanding in the organization spread across the world, now it is moving ahead with unity by incorporating all sides. <\/p>\n
According to him, the organization started from a small room and has now spread to more than 85 countries around the world.<\/p>\n
She said that with the expansion of the organization, the aspiration to lead has also increased and as a result, the organization has been on the verge of splitting. <\/p>\n
She said, “Even in the same family, there are different opinions between brothers, so it was natural to have some differences when Nepalis from so many countries around the world were in the same organization.”<\/p>\n
As the organization grew, everyone wanted to lead. That created a very complicated situation at one time. According to Rai, when the leadership dispute reached its peak, there was a situation where the NRNA had four presidents at the same time. She acknowledged that it had raised questions about the image and credibility of the organisation. <\/p>\n
‘At that time, the organization was in a very difficult situation. Different groups were claiming their own leadership. Finally, after the Supreme Court’s directive, an environment was created for all the parties to sit together and find a solution,” she said. <\/p>\n
According to him, a steering committee was formed after consensus among various parties.<\/p>\n
Mahesh Shrestha and Dr. A new election was held by unifying the group led by Dr. Badri KC. She said that the organization is moving ahead under the leadership of Hemraj Sharma. <\/p>\n
‘Forgetting the bitterness of the past, we are now working with the same purpose. The organization is now integrated and activities are actively moving forward in all countries,” she said. <\/p>\n
According to Rai, the NRNA’s work is not limited to the selection of leadership but programs are being run for the welfare of Nepalis around the world through various departments.<\/p>\n
According to him, separate departments of welfare, labor, women, sports, youth, legal aid and investment are active. <\/p>\n
‘Every department is working according to its responsibility. Conferences, discussions and various programs are taking place in Asia, Europe, America and Oceania. Now the organization is focused on work,” she said. <\/p>\n
According to him, the Europe Regional Summit will be held in Ireland and the Asia Regional Summit will be held in China.<\/p>\n
She expressed her belief that such programmes would bring Nepalis living in different countries on a single platform and hold discussions on common issues. <\/p>\n
Rai said that connecting the second generation of Nepali origin born and brought up abroad with Nepal’s language, culture and identity is one of the major priorities of NRNA. According to him, the first generation of Nepalis are naturally emotionally attached to Nepal.<\/p>\n
However, the NRNA has been running a special program to connect their children born abroad with Nepal. <\/p>\n
She said, “The first generation is connected to Nepal. But the second generation should be made aware of the language, culture, rituals and history of Nepal. Now that has become our biggest responsibility. “<\/p>\n
has been formed with the objective of bringing the younger generation to the leadership,” she said. According to him, a campaign has been launched to familiarize youths of different countries with Nepal’s culture and identity by connecting them in a single network. <\/p>\n
‘We have made the second generation of youths active in NRNA. We are connecting them with language, culture, art and history to increase their ownership towards Nepal,” she said. <\/p>\n
According to him, Nepali fairs are regularly organized in various countries including Japan, the UK, Scotland and others.<\/p>\n
The programmes feature Nepali dishes, costumes, languages and cultural performances of different ethnic groups. <\/p>\n
‘Rai community performs their cultural dance, Newar community performs Lakhe and Kumari dance, Tamang and Gurung community perform their original culture. Such programs are working to connect the new generation with Nepal,” she said. <\/p>\n
Rai said that the knowledge, skills and experience acquired abroad can be a big asset for Nepal.<\/p>\n
He was of the view that the country would get skilled manpower if the Nepali youths educated abroad could be connected with Nepal. <\/p>\n
She said, “Youths living abroad have the education, skills and experience there.<\/p>\n
If this knowledge can be linked to Nepal, it will be a great asset for our country. “<\/p>\n
NRNA has been running various programs for the welfare of Nepalis working abroad, Rai said. According to him, orientation, legal counseling and mental health programmes have been conducted for the workers in collaboration with the International Labour Organization (ILO) and other organisations. <\/p>\n
She said, “Many Nepalis have to face different situations than they expect when they go abroad.<\/p>\n
There are many problems due to lack of knowledge about the laws, language and work environment there. Therefore, we are trying to help through the NRNA chapters of the respective countries.”Mental health, in particular, has emerged as a serious challenge,” she said. The NRNA has been conducting regular online counseling and training programmes, stating that many Nepalis are under mental stress due to loneliness, work pressure and family distance in foreign countries. <\/p>\n
‘Mental health is a huge issue right now. We have been conducting regular online training in collaboration with the ILO. Efforts are being made to provide necessary information to Nepalis before and after going abroad,” she said. <\/p>\n
According to him, the NRNA has been collaborating with the UN agencies, various international organizations and non-governmental organisations to provide support to women, workers and Nepalis in need of emergency.<\/p>\n
‘Many people may not know what we do. But through the National Coordination Council in different countries, we have been providing legal, social and humanitarian assistance to many Nepalis. “We will provide as much support as possible to Nepalis who are facing problems abroad if they contact the NRNA chapter of their respective countries,” she said. <\/p>\n
The Non-Resident Nepali Association (NRNA) has prioritized the online voting system to involve its members from around the world in the leadership selection process, said Vice-President Rojina Pradhan Rai.<\/p>\n
According to him, the digital system has been developed with the objective of involving the registered members of any country of the world in the leadership election after the amendment of the statute of the association. <\/p>\n
“We’re prioritizing the online system right now,” she said. We have tried to make it possible for registered members from all over the world to choose their leadership wherever they live. The statute has also accepted it. According to Rai, the use of technology is believed to connect Nepalis around the world with the organization’s decision-making process. She said that the online system would be an effective medium to end the situation of people being deprived of voting due to geographical distance. <\/p>\n
She said, “Today, Nepalis are spread all over the world. It is not possible for everyone to come to Nepal and vote. So, our aim is to get everyone involved by using technology. According to Rai, the state needs to give priority to the issue of ensuring the democratic rights of Nepalis living abroad as the number of Nepalis living abroad is increasing. He said that Nepalis living abroad could be brought on board in the election process through the use of technology. <\/p>\n
Regarding the possibility of leading NRNA in the future, Rai said that she is now focused on fulfilling the responsibility of the vice-president effectively. She said that the first responsibility of the members was to fulfill the responsibility given to them as they were elected to the post of vice-president from the recently concluded election.<\/p>\n
She made it clear that she would think about leadership only after evaluating her performance. <\/p>\n
She said that during her tenure, she would give priority to non-resident Nepali citizenship, investment, second generation, welfare of Nepalis in foreign employment, women’s participation and connecting Nepalis from around the world with organizations. She said that collaboration between the government and private sector is necessary to ensure the rights of Non-Resident Nepalese and to create an environment conducive for investment, skills and experience in Nepal.<\/p>\n
The President said that the Nepalis living abroad not only have financial resources but also international experience, knowledge and technology which could be utilized for Nepal’s development. <\/p>\n
She also urged the Non-Resident Nepalis around the world to join the NRNA activities and also to contact the National Coordination Council of the concerned country in case of any problem.<\/p>\n
Stating that the NRNA has been working in collaboration with various international organizations for the welfare of Nepalis, she pledged to make NRNA more effective as a common organization of all Nepalis. <\/p>\n<\/p>\n
