. The general conflict survivors staged a demonstration at Maitighar Mandala in Kathmandu on Thursday, demanding meaningful participation of the victims in the transitional justice process. Participants in the demonstration said that any judicial decision without the participation of the victims is not acceptable. <\/p>\n
Senior advocate Yekraj Bhandari said that although constitution drafting and army integration have been completed, the task of transitional justice to address the cases of serious human rights violations is still incomplete.<\/p>\n
Saying the erstwhile governments failed to fulfill the commitments made in the Comprehensive Peace Accord, he stressed that the present government should fulfill the commitments made in the Comprehensive Peace Accord (CPA). <\/p>\n
“There are three aspects of the peace process,” he said.<\/p>\n
The constitution-drafting process has been completed and so has the army integration. Now, in this third and very important war, the armed conflict program, the commitment that was made to address the incidents of serious human rights violations in the People’s War, in the Comprehensive Peace Agreement, was not done by the previous governments. “<\/p>\n
He said that the previous governments had the participation of political parties on both sides of the conflict, but they could not take the transitional justice to a conclusion. He said the incumbent government should not shy away from its constitutional and legal responsibilities. <\/p>\n
Bhandari said that the government should take forward the process of transitional justice as per the constitution, law and the Supreme Court’s order.<\/p>\n
Saying there was no situation to fully trust any government due to the past experience, he expressed the view that they would trust the government only after performing its duties. <\/p>\n
He said that they were compelled to take to the streets as the voices of the conflict victims were not heard.<\/p>\n
He called on the government to institutionally honour the contributions of those who lost their lives, disappeared persons, injured and disabled during the conflict and take guardianship of their families. He also stressed the need to identify the perpetrators and bring them to book. <\/p>\n<\/p>\n
