The Act was authenticated by the President on July 13, 2083 and has come into effect from July 1, 2083. This act has given the government the statutory authority to spend within the prescribed limit for the next fiscal year. <\/p>\n
A total of <\/p>\n
Rs. 1,706\u00f724 million (Rs. 17,06,03,24,000\u00f7-) has been allocated for the fiscal year 208384. This includes current expenditure, capital expenditure and financial management. The Act has allowed various constitutional bodies, ministries and departments to spend within the limits mentioned in the schedule. <\/p>\n
In order to make the budget implementation systematic and <\/p>\n
transparent, strict provisions have been made regarding the transfer of funds and resources. While transferring money from one head to another, the amount can be transferred only in such a way that it does not exceed 10 percent of the total appropriate. In addition, the government has tried to maintain fiscal discipline so that the amount allocated for capital expenditure cannot be transferred to current expenditure. <\/p>\n
Under the inter-governmental financial transfer, the financial equalization grants to be sent to the provinces and local levels will be transferred in four installments.<\/p>\n
Accordingly, the amount will be sent in four times\u2014August 15, October 2, January 15 and April 15. In the case of conditional grant, the amount will be released on the basis of work progress and report. <\/p>\n
In the case of project implementation, while proceeding with the multi-year procurement process, the medium-term expenditure should be within the limit of the structure and only the projects that have entered the project bank should be given priority.
